About this role

Position Summary:

The Job Developer plays a pivotal role in advancing Fedcap’s mission to connect individuals with barriers to employment to meaningful, long-term work opportunities. This is both a technical and deeply human role—requiring the analytical skill to assess employer needs and match them with participant skills, and the emotional intelligence to build trust and motivation among participants and employers alike.

The Job Developer is responsible for developing and maintaining strategic, professional relationships with employers across the private, public, nonprofit, and faith-based sectors to promote employment opportunities for participants referred by the District of Columbia’s Department of Human Services (DHS). Through consistent and values-driven engagement, the Job Developer serves as one of the organization’s key representatives to the business community—ensuring all outreach reflects Fedcap’s mission, program goals, and commitment to fostering economic mobility.

Your Responsibilities Will Include:

Employer Engagement and Partnership Development

- Build, sustain, and expand professional relationships with 50-100 employers across industries to create a robust and diverse pipeline of job opportunities for program participants.
- Conduct daily prospecting activities, totaling at least 50 activities a week; including cold calls, outreach visits, networking events, and digital engagement—to identify hiring needs and new employer partners.
- Promote the value of partnering with Fedcap by explaining financial incentives, retention supports, and long-term business benefits associated with hiring program participants.
- Collaborate with employers to design and coordinate hiring events, job fairs, and informational sessions that connect participants directly to viable career opportunities.
- Serve as a key representative of Fedcap to the business community, ensuring all outreach reflects the organization’s mission, professionalism, and commitment to quality outcomes.

Employer Hiring Events

- Plan, coordinate, and execute at minimum at least 1 targeted employer hiring event per month designed to connect TANF participants directly with employers who have active job openings and the capacity to make on-the-spot job offers.
- Lead or co-lead the planning and delivery of at least multiple-employer hiring fairs per quarter that align with participant skills and local labor market demand.
- Collaborate with fellow Job Developers, Instructors, community partners, and employer associations to host joint or regional hiring events that expand opportunities for participants and strengthen employer engagement.
- Coordinate event logistics including scheduling, venue setup, employer registration, participant preparation, and day-of execution to ensure a seamless, professional experience for all attendees.
- Prepare and brief participants in advance of each event through resume review, mock interviews, and workplace readiness activities.
- Develop and distribute promotional materials—including digital and print flyers, job announcements, and follow-up communications—to maximize awareness and attendance with assigned program participants.
- Capture event outcomes including number of employers, participants, interviews conducted, and confirmed job offers; compile summary reports for internal review and DHS reporting.
- Ensure all events uphold Fedcap’s commitment to high-quality, equitable, and mission-aligned engagement with both employers and participants.

Customer Readiness and Placement Alignment

- Review DHS assessments, employment profiles, and service plans to understand each customer’s skills, interests, and employment goals.
- Partner closely with the team to align customer readiness with employer needs, ensuring appropriate job matching and long-term success.
- Meet with and prepare at least 20 customers per week for interviews through individualized coaching, mock interviews, and resume refinement aligned with employer expectations.
- Collaborate with employer partners to provide at least 5 active interview slots each week that can be filled with qualified Fedcap program participants only, reinforcing trust, responsiveness, and strong employer engagement pipelines.
- Support customer transitions into employment through frequent engagement, on-the-job coaching, and problem-solving during the critical early employment period.
- Reinforce customer confidence, self-efficacy, and accountability in pursuing and sustaining employment.

Placement, Retention, and Advancement

- Achieve at minimum 5 DHS qualifying Job Placements per month where the job placement was the direct result of an employer partner relationship.
- Track each customer’s progress from job search through placement, first-day onboarding, and up to one year of retention in collaboration with the Navigator.
- Support customers’ continued success by assisting with performance feedback, wage progression, and promotion opportunities.
- Conduct employer satisfaction check-ins and respond promptly to issues impacting customer retention or performance.
- Collaborate with Navigators to coordinate wraparound services that sustain job stability and long-term career advancement.

- Verify all aspects of customer milestone achievements and report to DHS according to established protocols and deadlines.
- Prepare and submit timesheets, placement, and retention reports with complete accuracy.
- Ensure documentation meets both internal and DHS compliance standards and is entered into ECM within 24 hours of activity.

Performance, Quality, and Continuous Improvement

- Consistently meet or exceed DHS and Fedcap performance metrics for job placements, retention rates, and employer engagement.
- Monitor program trends, identify barriers to placement, and propose data-informed solutions for improvement.
- Actively contribute to team meetings, learning collaboratives, and ongoing professional development sessions.
