About this role

The Senior Full Stack Software Engineer is an expert in modern software development across both the server and browser tiers, building and maintaining the applications TMRS members and staff depend on. This role designs and delivers features end to end — Java services and APIs through to responsive React interfaces — sets engineering standards for the development team, and leads the technical design of significant features and modernization work. This role will work within the IS Department and will also work very closely with Business stakeholders, Software Engineers, Business Analysts, Database Administrators, DevOps Engineers, Information Security, and other IS Department teams.

Key Responsibilities

- Expert understanding of core Java web technologies (JEE, MVC frameworks, Spring and Spring Boot) and of core front-end web technologies (DOM, JavaScript, TypeScript, HTML, CSS, REST) as well as responsive frameworks.

- Design, implement, unit test, integration test, and support applications across the full stack, from data access and business logic through to the user interface.

- Code, test, debug, implement, and document complex programs; serve as technical design authority for significant features.

- Design and maintain secure REST APIs and service contracts consumed by internal applications and member-facing interfaces.

- Create new applications with modern web frameworks such as React while maintaining and incrementally modernizing legacy applications.

- Develop and govern reusable components, routers, modules, and shared front-end patterns so that teams build consistently.

- Own build, templating, and bundling processes (for example Webpack) and component-driven front-end development practices.

- Lead code review across the team and establish coding, testing, error handling, and documentation standards.

- Drive quality and testing best practices including CI/CD, test automation, and test-driven development, and help the team mature its processes.

- Establish and enforce application performance, security, and accessibility standards, including WCAG-aligned accessibility for member-facing applications.

- Generate prototypes that demonstrate ideas and potential in a hands-on environment to support design and business decisions.

- Learn complex data models and create SQL queries to extract necessary data; partner with Database Administrators on schema and query design.

- Work with Business Analysts to estimate and architect solutions.

- Lead technical workstreams for application modernization, including migration of legacy application server workloads to modern platforms.

- Mentor mid-level and junior engineers; provide technical guidance on design, debugging, and delivery practices.

- Investigate new technologies and assess their viability and usefulness in current and future projects.

- Improve process, performance, and security of developed applications and integrations.

- Simplify and optimize development practices.

- Partner with DevOps Engineers on pipeline configuration, release readiness, and deployment troubleshooting.

- Contribute new viewpoints and strategies to stimulate growth.

- Agile development experience.

- Ability to use and integrate approved AI solutions.

- After hours support as needed.

- Other duties as assigned.

- Follow all applicable policies and procedures including all security policies.

Education & Experience

Required

- Bachelors degree in CIS, computer science, engineering, MIS, mathematics or related field and a minimum of 6 years of hands-on software development experience, including substantial delivery on both the server tier and the browser tier.

- Demonstrated ownership of technical design for significant features and demonstrated experience leading code review or mentoring other engineers.

Preferred

- Experience modernizing or migrating legacy Java applications, for example JSP or Servlet monoliths on WebSphere, to modern or cloud-native platforms

- Accessibility standards and testing (WCAG 2.1 AA, Section 508) for public-facing applications

- Application security practice: secure coding, OWASP Top 10 awareness, and dependency and vulnerability management

- Cloud application development on AWS or Azure

- Maintenance of older front-end codebases (for example jQuery) alongside modern frameworks

- Public sector, pension administration, or financial services environment

- Waterfall, Agile, and other development methodologies

Hands-on experience with

- Core Java and JEE web tier technologies (JSP, Servlets, MVC frameworks)

- Spring and Spring Boot, REST API design, and an ORM or data access layer such as Hibernate or JPA

- HTML, CSS, JavaScript, and TypeScript

- React, including component architecture, state management, and routing

- Front-end build tooling and bundling (Webpack or equivalent) and responsive design

- SQL (Oracle preferred) and the ability to work with complex relational data models

- integration with REST services

- Unit and integration testing frameworks, test automation, and CI/CD pipelines
