About this role

Job Summary

The Senior DevOps Engineer is an expert in the design, automation, security, and reliability of the platforms that deliver TMRS applications. This role owns the CI/CD toolchain, infrastructure as code standards, and cloud operating practices spanning on-premises and multi-cloud environments. This role will work within the IS Department partnering with Software Engineers, Database Administrators, Infrastructure and Network teams, and Information Security.

Key Responsibilities

- Expert understanding of CI/CD engineering; architect, implement, and maintain end-to-end pipelines using GitHub Actions, Azure DevOps.

- Define pipeline templates, environment promotion models, and release controls that scale across development teams.

- Own infrastructure as code implementations and reusable Terraform modules for repeatable provisioning of cloud environments.

- Architect and manage cloud infrastructure across AWS and Azure, including provisioning, auto-scaling, load balancing, network segmentation, and disaster recovery.

- Design and operate deployment strategies including blue/green and canary releases.

- Establish and report software delivery performance measures — deployment frequency, lead time for changes, change failure rate, and failed deployment recovery time — and drive improvement against documented baselines.

- Define SLO, SLI, SLA, error budgets, and operational readiness criteria for application and platform services.

- Design and maintain monitoring, logging, alerting, and observability tooling such as Datadog, Dynatrace, Splunk, Prometheus, Grafana, and native AWS and Azure monitoring.

- Embed security into the delivery lifecycle (DevSecOps), including static and dynamic analysis, software composition analysis, and policy as code.

- Implement and govern identity and access management, secrets management, certificate lifecycle, and encryption across pipelines and environments.

- Partner with Infrastructure, Network, and Database teams on capacity planning, high availability, backup and recovery, and disaster recovery testing.

- Drive cloud cost and capacity optimization using FinOps practices; forecast consumption and report variance.

- Mentor and coach mid-level and junior engineers; establish DevOps practices and drive adoption across teams.

- Work with IS Managers and Business Analysts to estimate and architect solutions.

- Investigate and suggest new technologies and assess their viability and usefulness in current and future projects.

- Document technical procedures, configurations, runbooks, and the architecture of implemented solutions.

- Support security assessments, external audits such as SOC examinations, and requests from Internal Audit; produce control evidence aligned to NIST and state security standards.

- Coordinate backup and recovery strategies, policies, and disaster recovery procedures.

- Contribute new viewpoints and strategies to stimulate growth.

- Ability to use and integrate approved AI solutions

- After hours support as needed, including participation in an on-call rotation

- Other duties as assigned

- Follow all applicable policies and procedures including all security policies.

- Expert understanding of Oracle database design; architect and maintain schemas, tables, indexes, partitions, views, materialized views, sequences, types, and packages supporting enterprise applications.

- Site reliability engineering practice including SLIs, SLOs, SLAs, error budgets, and capacity modeling

- FinOps-informed cloud cost and capacity management

- Write, optimize, and maintain complex PL/SQL including packages, stored procedures, functions, and triggers supporting core application logic and high-volume batch processing.
