About this role

Job Title: Construction Quality Control Manager Job Description
This full-time, onsite Construction Quality Control Manager role is responsible for leading and executing quality assurance and quality control (QA/QC) activities on a large, technically complex construction project in Phoenix, AZ. You will work closely with construction, design, commissioning, and operations teams to ensure that all work conforms to project quality requirements, drawings, specifications, and governing standards. This is a hands-on field role focused on inspecting work, enforcing the contractors Quality Management Plan, driving corrective actions through closure, and continuously improving QA/QC processes to achieve the highest standards of safety, performance, and reliability.
Responsibilities
- Demonstrate a strong commitment to an injury-free environment through personal actions and mentoring others, ensuring the safety program is consistently followed.
- Review the General Contractors Project Quality Management Plan (QMP), including QA/QC procedures, inspection and test plans, and ensure they are implemented and followed in the field.
- Enforce the contractors Quality Management Plan and Inspection and Test Plans (ITPs) by verifying that work is executed in accordance with project requirements and industry standards.
- Personally conduct field inspections and quality audits to verify construction against drawings, specifications, approved submittals, and project quality requirements.
- Identify deficiencies, non-conformances, and rework in the field, document them clearly, and ensure appropriate corrective and preventive actions are implemented.
- Drive corrective actions through closure by following up with contractors and stakeholders, rather than simply escalating issues, and verify that remedial work meets quality standards.
- Oversee, train, and counsel project staff to ensure consistent auditing and execution against project quality specifications and standards.
- Lead and manage quality awareness initiatives that promote a strong quality culture and enhance quality outputs on the project.
- Attend and actively participate in design and construction meetings, including OwnerArchitectContractor (OAC) and weekly quality meetings, to represent QA/QC priorities and findings.
- Collaborate closely with construction, quality, commissioning, procurement, design, and operations stakeholders to foster a supportive and inclusive work environment focused on quality outcomes.
- Identify quality issues early and work with the project team to implement modifications that maintain budget, schedule, and scope while improving overall project delivery.
- Facilitate decision-making related to quality solutions, schedules, and change management, ensuring that quality considerations are integrated into project decisions.
- Execute project quality audits, ensure audit goals are met, and verify that audit findings are addressed in a timely manner.
- Consolidate, analyze, and report key audit data regularly to demonstrate compliance and conformance with project and governing requirements.
- Document, analyze, and evaluate project quality metrics to provide data-driven insights that support process adherence and continuous improvement.
- Document, aggregate, and report audit results, issues, lessons learned, and recommendations for corrective actions in a clear and accessible format.
- Prepare detailed audit reports that summarize non-conformances, observations, and audit outcomes, and distribute them to relevant stakeholders.
- Support data entry of QA/QC items into the appropriate digital tools, issue weekly QA/QC logs, maintain quality metrics, and track QA/QC items through closure.
- Continuously improve QA/QC procedures and protocols to support region-wide change management and standardization of best practices.
- Identify opportunities for process efficiencies within the audit and quality control workflow to improve effectiveness and reduce rework.
- Identify defects, data inconsistencies, and areas for improvement to ensure consistent quality delivery across civil, structural, architectural, mechanical, and electrical scopes.
- Lead and/or participate in the digitalization of construction-related processes to enhance efficiency, transparency, traceability, and accountability.
- Provide training and support to stakeholders on QA/QC processes, specifications, and best practices, ensuring consistent understanding and application.
- Apply disciplined problem-solving techniques to address non-conformances, improve process capability, and implement error-proofing measures.
- Promote and apply the PlanDoCheckAct (PDCA) cycle to maintain accountability and adherence to project quality standards and specifications.
Essential Skills
- Bachelors degree in construction project management, architecture, engineering, quality management, or a related field, and at least 5+ years of related experience on data center projects or equivalent experience in a similar type of industry.
- A minimum of several years of direct, hands-on construction QA/QC experience, including responsibility for field inspections, audits, and enforcement of project quality requirements.
- Demonstrated experience enforcing a contractors Quality Management Plan (QMP) and working knowledge of Inspection and Test Plans (ITPs).
- Proven experience personally conducting field inspections and quality audits, rather than relying solely on remote or desk-based oversight.
- Experience identifying and documenting deficiencies, non-conformances, and rework, and driving corrective actions through closure.
- Ability to clearly explain how construction work is verified against drawings, specifications, approved submittals, and project quality requirements.
- Technical construction background with meaningful exposure across civil/site/architectural (CSA) and mechanical, electrical, and plumbing (MEP), with identifiable depth in at least one area such as civil/site infrastructure, underground utilities, concrete, structural/building scopes, mechanical systems, or electrical systems.
- Proficiency with Building Information Modeling (BIM) and construction software tools as needed for coordination, documentation, and quality tracking.
- Proficiency with data analytics and internal reporting tools, such as Power BI and other statistical inference tools, to analyze quality metrics and trends.
- Strong analytical and problem-solving skills with the ability to interpret complex data, identify trends, and derive actionable insights.
- Meticulous attention to specifications, governing standards, and installation details, including auditing contractor certifications, with a strong commitment to delivering high-quality results.
- Excellent verbal and written communication skills, with the ability to articulate technical concepts to non-technical stakeholders and promote open, inclusive communication.
- Demonstrated ability to work collaboratively in a fast-paced and dynamic environment while meeting project schedules and milestones.
- Ability to adapt to changing priorities, manage multiple tasks simultaneously, and remain effective under pressure.
- Strong quality mindset with a passion for maintaining accountability and adherence to project quality standards and specifications, including the use of PlanDoCheckAct principles.
- Quality assurance and quality control experience, preferably supported by a mechanical or electrical engineering background.
- Onsite experience working directly with contractors to ensure conformance with quality requirements and inspection of the works on active construction sites.
Additional Skills & Qualifications
- Bachelors degree in engineering, construction management, or a closely related field is strongly preferred.
- Mechanical or electrical engineering degree or background is highly desirable, especially in the context of complex industrial or mission-critical facilities.
- Dedicated construction quality experience on technically complex projects such as data centers, semiconductor fabrication facilities, battery manufacturing plants, oil and gas or process facilities, or other large-scale industrial construction.
- Technical mastery or working knowledge of continuous and process improvement methodologies such as DMAIC (Define, Measure, Analyze, Improve, Control), Lean, Design for Six Sigma (DFSS), process design, process management, and change management.
- Certifications in quality control and testing are preferred, such as Construction Quality Management (CQM) certification from the U.S. Army Corps of Engineers and OSHA 30-hour safety training.
- Knowledge of Failure Modes and Effects Analysis (FMEA), Measurement Systems Analysis (MSA), 8D, or other structured problem-solving methodologies.
- Experience with Cost of Poor Quality (COPQ) analysis and ISO 9000 quality management systems, including implementation or certification experience.
- Professional certifications from the American Society for Quality (ASQ), such as Certified Quality Manager (CQM), Certified Quality Engineer (CQE), or Certified Quality Auditor (CQA).
- Experience using Bluebeam for drawing review, markup, and documentation, as well as other BIM and construction management platforms and quality reporting tools.
- Familiarity with construction software technology and infrastructure components used in mission-critical and industrial environments.
- Experience working in data centers, semiconductor fabs, battery manufacturing, oil and gas, process facilities, or similar complex industrial construction environments.
- Comfort working in a hands-on QA/QC role that requires frequent field presence, rather than a traditional construction manager or owners representative position focused primarily on coordination and escalation.
