The Opportunity:
We are seeking a talented and experienced Release Manager to lead software release execution, deployment readiness, and delivery governance for a large-scale government program supporting national critical operations.
Working across a distributed engineering organization of 45+ engineers, the Release Manager provides end-to-end oversight of the processes that move software safely, predictably, and efficiently from development through operational environments. This role serves as the program authority for release governance, deployment coordination, software baselines, and release readiness across multiple development and platform teams.
Partnering closely with the Chief Engineer, Chief Architect, Product Manager, software teams, platform engineering, test, info assurance, and government stakeholders, you will translate development progress into disciplined, repeatable releases while ensuring technical, operational, security, and program requirements are satisfied.
The ideal candidate brings a strong DevSecOps and systems-thinking mindset, understands the full software delivery lifecycle, and can identify opportunities to improve automation, testing, pipeline performance, deployment reliability, and release transparency.
This role focuses on release management and software delivery execution and does not perform Agile Product Manager or Release Train Engineer responsibilities.
Tech Ecosystem & Domain Scope:
- Modern Data Lake Platform: Lead release execution and deployment readiness for a high-throughput, scalable data lake solution utilizing a modern technology stack hosted on AWS.
- Massive Scale & Integration: Coordinate software delivery across a system supporting a large volume of diverse data inputs, a broad user base, and an even larger downstream consumer community.
- External Interfaces: Manage release dependencies and operational impacts associated with APIs and integrations supporting external data users and producers.
- DevSecOps Delivery Environment: Operate across a modern software delivery ecosystem incorporating CI/CD pipelines, automated testing, security scanning, infrastructure-as-code, cloud-native deployment practices, and multiple operational environments.
Responsibilities:
- Release Execution & Governance: Own end-to-end release execution across multiple software and platform teams, including release schedules, deployment sequencing, software baselines, versioning, readiness activities, and promotion decisions. Maintain program release processes and ensure required artifacts, approvals, dependencies, and government compliance activities are complete prior to deployment.
- CI/CD Pipeline Oversight: Provide operational oversight of the software delivery pipeline and work closely with platform engineering to improve the mechanisms used to move software from development through integration, test, and production environments. Monitor build health, deployment status, automated testing, and pipeline performance; identify bottlenecks and drive improvements that increase delivery reliability and efficiency.
- DevSecOps & Quality Management: Champion secure, automated, and repeatable software delivery practices across the program. Monitor pipeline and automated test results, coordinate remediation of security scan findings, support maturation of automated testing capabilities, and partner with engineering, test, platform, and cybersecurity teams to continuously improve deployment confidence.
- Release Readiness & Operational Delivery: Establish and maintain clear criteria for determining when software is ready to progress between environments. Facilitate release readiness reviews and deployment decision forums, coordinate cross-team dependencies, and ensure operational stakeholders are prepared for upcoming changes. Drive issues affecting release readiness to closure and maintain deployment discipline throughout execution.
- Configuration & Version Management: Manage software baselines, release versioning, configuration control, and the release implications of branching and integration strategies. Ensure stakeholders can clearly identify what software is deployed in each environment and what capabilities, fixes, and changes are contained within each release.
- Stakeholder Engagement: Serve as a primary interface for software release status across engineering leadership, program leadership, government customers, and external stakeholders. Translate technical delivery information into clear program and mission impacts, communicating what is being delivered, when it will be available, associated risks, and how changes affect users and external systems.
- Release Communications: Develop and maintain mechanisms that provide transparency into release contents, deployment status, and operational impacts. Produce meaningful release notes that communicate not only what changed technically, but also the resulting impact to users, producers, consumers, and mission operations.
- Risk & Dependency Management: Proactively identify and mitigate release, operational, technical, and cross-team dependency risks. Coordinate resolution across software, infrastructure, test, info assurance, and external stakeholders and escalate issues when they threaten deployment schedules or operational readiness.
- Continuous Improvement: Drive improvements to release reliability, predictability, automation, and efficiency. Develop and use metrics and dashboards to evaluate release performance, capture lessons learned, standardize successful practices, reduce manual processes, and continuously mature the program’s software delivery lifecycle.
Qualifications:
Required:
- Clearance: Active TS/SCI Security Clearance.
- Education & Experience: Bachelor’s degree in Computer Science or a related technical field, with 7+ years of professional software, systems, or agile engineering experience.
- Release & Delivery Leadership: Proven experience coordinating end-to-end software releases, deployment readiness, release schedules, software baselines, cross-team dependencies, and operational delivery.
- DevSecOps & CI/CD: Strong understanding of DevSecOps principles and CI/CD pipelines, including build processes, automated testing, deployment automation, security scanning, version control, branching strategies, and configuration management.
- Technical Execution & Operations: Experience supporting software delivery across development, integration, test, and production environments and working with engineering and platform teams to identify and resolve delivery bottlenecks.
- Quality & Security: Experience evaluating automated test results, software quality indicators, and security scan findings and coordinating resolution of issues affecting release readiness.
- Communication & Coordination: Strong systems-thinking, cross-functional communication, and organizational skills with the ability to translate technical delivery information into program, operational, and user impacts.
Desired:
- Mission Experience: Experience supporting DoD and/or Intelligence Community software programs and classified development environments.
- Cloud & Platform Technologies: Familiarity with AWS-based architectures, cloud-native deployments, serverless computing, and infrastructure-as-code.
- DevOps Tooling: Experience with GitLab or similar CI/CD tooling, automated deployment practices, software supply-chain security, and modern DevSecOps workflows.
- Operational Excellence: Experience developing release metrics, dashboards, automated reporting, and process improvements that increase software delivery reliability and predictability.
- Domain Expertise: Experience with intelligence community data systems, large-scale data lake implementations, mission processing systems, or systems supporting large numbers of external producers and consumers.
- Agile Delivery: Working knowledge of Agile software development sufficient to effectively collaborate with Product Managers and development teams while maintaining a distinct focus on release management and software delivery execution.
