About this role
Financial Reporting and Analysis Specialist
OCT Consulting is a business management and technology consulting firm that supports Federal Government clients.
We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and
Project Management, Acquisition/Procurement, and Information Technology.
OCT currently has an opening for a Financial Reporting and Analysis Specialist to work with our federal client. This
role supports a federal financial management shared services program that provides cost allocation, customer billing,
financial reporting, and customer service operations to multiple federal customer organizations. The specialist will run
the monthly customer billing cycle and the quarterly and annual cost analyses that customers rely on to understand
their bills.
This position is contingent upon contract award.
Responsibilities and Duties
Day to day responsibilities include:
• Gather monthly cost and workload inputs from process owners through the program’s data call, follow up on late inputs, and run the monthly billing model in the program’s cost management system.
• Compare monthly results with the prior month, the same month last year, and the trailing average; research anomalies and failed metrics to find the root cause; and document findings to inform future analyses.
• Prepare monthly customer activity reports, contracts and general expense analyses, and variance analysis reports on the required schedule ahead of each monthly customer meeting.
• Perform the quarterly cost per vendor invoice calculation and prepare reports for customer organizations and the department.
• Perform the annual beginning-of-year reassessment of each customer’s shared services amount, analyze the workload driver trends and variances behind each change, and complete detailed process analyses when customers request them.
• Lead the annual review of the cost model configuration: research enterprise-wide costs, confirm workload drivers with process owners, recommend configuration changes, and record them in JIRA and in the
documentation the client’s change management process requires.
• Support system changes requests by gathering and analyzing requirements and by validating results after each release. The client’s IT organization makes all system changes and deployments.
• Draft and update standard operating procedures and desk guides for the monthly, quarterly, and annual cycles.
• Support ad hoc taskings, including short-turnaround data requests, analyses, and briefings.
Requirements
• Bachelor’s degree in accounting, finance, business administration, data analytics, or a related field; master’s degree preferred in data analytics, finance, or public policy
• 3–6 years of experience in financial reporting, financial analysis, or federal financial operations
• Demonstrated experience with activity-based cost modeling and cost model development
• Experience analyzing shared services or reimbursable costs, including data extraction, transformation, and reporting with advanced Excel (pivot tables, lookups, Power Query)
• Working experience with SQL, financial data modeling, and quality assurance validation
• Demonstrated federal sector experience in system change management and release management
• Technical writing experience, including standard operating procedures and business process documentation
• Proficiency in Microsoft Outlook, Teams, Word, Excel, PowerPoint, Project, and SharePoint
• Preferred: working capital fund or cost recovery experience; audit support; Power BI or Tableau; JIRA; CGFM or CPA
• Must be a U.S. Citizen. Must have lived in the United States for at least three of the last five years.
• Must be able to obtain a favorable preliminary and final fitness determination from the client agency before
starting work, and maintain it throughout performance. The background investigation is for a Public Trust
position and includes a questionnaire, fingerprinting, credit check, and law enforcement agency checks. A client-
issued badge is required before any work begins.
• Highly desired: an active Secret or Top Secret security clearance. The client has confirmed it will accept
reciprocity for an active clearance held with another federal agency, which can shorten onboarding.
• Must complete the client’s cybersecurity awareness and information protection training at onboarding and
every year after, and sign a non-disclosure agreement for Sensitive But Unclassified information.
• Must be able to read, write, speak, and understand English fluently.
• This is a full-time position dedicated to this contract. Work is performed during standard Eastern Time business
hours.
• Work is performed at the client’s headquarters in Southwest Washington, DC. Remote work, including from OCT
facilities, may be performed with the client’s prior approval. Infrequent travel to other client sites, such as
