About this role

Data and Dashboard Developer

OCT Consulting is a business management and technology consulting firm that supports Federal Government clients.

We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and

Project Management, Acquisition/Procurement, and Information Technology.

OCT currently has an opening for a Data and Dashboard Developer to work with our federal client. This role supports

a federal financial management shared services program that provides cost allocation, customer billing, financial

reporting, and customer service operations to multiple federal customer organizations. The developer will prepare and

validate the program’s monthly data and build the dashboards that give program leadership and customer

organizations clear visibility into cost, workload, and program status.

This position is contingent upon contract award.

Day to day responsibilities include:

• Build and maintain SQL data extracts and queries from the program’s cost management system to support the monthly close, data validation, and analysis.

• Develop and run data validation rules and month-end checks, and report results against the program’s data quality targets for accuracy and completeness.

• Build and refresh dashboards in Power BI or other client-approved tools for program status, monthly cost and workload trends, data-provider response times, and customer-facing views.

• Produce visuals for weekly, monthly, and six-month status reporting and schedule tracking.

• Support change and release management for the program’s systems: gather requirements, write use cases, validate each release by comparing results before and after the change, and maintain configuration and release logs in JIRA. The client’s IT organization makes all system changes and deployments.

• Make sure dashboards and reports meet Section 508 accessibility requirements and protect PII and Sensitive But Unclassified information.

• Support the program’s SharePoint document repository and create tip sheets and short guides for dashboard users.

• Support ad hoc taskings and process improvement projects as assigned.

Requirements

• Bachelor’s degree in data analytics, information systems, computer science, finance, business, or a related field

• At least 2 years of experience in data analysis, dashboard development, or financial reporting

• Advanced SQL; experience with Power BI (DAX, Power Query) or Tableau; advanced Excel

• Experience with financial data modeling and quality assurance validation

• Experience with JIRA or a similar tool for change and release tracking; federal change and release management experience preferred

• Experience maintaining SharePoint lists and libraries

• Strong attention to detail and clear written and verbal communication

• Proficiency in Microsoft Outlook, Teams, Word, Excel, PowerPoint, Project, and SharePoint

• Preferred: Python or R; activity-based costing or budget forecasting models; Section 508 accessibility; Microsoft

PL-300 or PMP certification; federal experience

• Must be a U.S. Citizen. Must have lived in the United States for at least three of the last five years.

• Must be able to obtain a favorable preliminary and final fitness determination from the client agency before

starting work and maintain it throughout performance. The background investigation is for a Public Trust

position and includes a questionnaire, fingerprinting, credit check, and law enforcement agency checks. A client-

issued badge is required before any work begins.

• Highly desired: an active Secret or Top-Secret security clearance. The client has confirmed it will accept

reciprocity for an active clearance held with another federal agency, which can shorten onboarding.

• Must complete the client’s cybersecurity awareness and information protection training at onboarding and

every year after and sign a non-disclosure agreement for Sensitive But Unclassified information.

• Must be able to read, write, speak, and understand English fluently.

• This is a full-time position dedicated to this contract. Work is performed during standard Eastern Time business hours.

• Work is performed at the client’s headquarters in Southwest Washington, DC. Remote work, including from OCT
