About this role

Position Description:

The Safety & Health Manager provides site leadership for regulatory compliance, safety and health governance, and proactive compliance assurance across mining operations. The role works closely with Operations Managers, site leadership teams, supervisors, employees, and regulatory agencies to ensure work is planned and executed in accordance with Mine Safety and Health Administration (MSHA) requirements, applicable state and federal regulations, Nevada Gold Mines standards, and established site procedures.

A primary focus of the position is maintaining a strong, professional, and proactive relationship with MSHA. The Safety & Health Manager coordinates regulatory interactions and inspections, ensures potential compliance issues are identified and corrected before they become enforcement matters, and helps operational leaders understand and consistently meet regulatory expectations. The role strengthens site capability through field engagement, compliance reviews, coaching, training, trend analysis, and disciplined follow-up of findings and corrective actions.

The position also provides leadership and oversight for the broader Safety & Health function, including occupational health and industrial hygiene, required safety training, incident and regulatory reporting, and other assigned compliance programs. Success requires a practical field presence and a partnership approach that makes regulatory compliance an integral part of how work is planned, supervised, and performed.

Responsibilities:

1. MSHA Regulatory Compliance and Agency Interface

- Serve as the primary site liaison with MSHA and coordinate interactions with other applicable state and federal regulatory agencies.
- Lead and coordinate MSHA inspections, including opening conferences, field activities, document and record requests, close-out conferences, and follow-up actions.
- Maintain professional, transparent, and constructive working relationships with MSHA representatives while appropriately representing the company’s position.
- Ensure site leadership is prepared for regulatory inspections and understands current MSHA requirements, enforcement priorities, and emerging compliance expectations.
- Coordinate timely review and response to citations, orders, notices, and other regulatory correspondence, including appropriate engagement with Legal and operational leadership.
- Ensure required MSHA notifications, reports, postings, records, and submissions are accurate, complete, and completed within required timeframes.

2. Proactive Compliance Assurance

- Establish and maintain a proactive compliance program designed to identify and correct potential regulatory deficiencies before they result in exposure, citations, or enforcement action.
- Conduct and coordinate field compliance inspections, focused audits, workplace reviews, and targeted assessments based on regulatory requirements, operating conditions, and emerging trends.
- Partner with Operations Managers and supervisors to integrate MSHA compliance requirements into planning, pre-task activities, inspections, maintenance routines, and day-to-day work execution.
- Monitor recurring compliance issues and leading indicators to identify systemic weaknesses and prioritize preventive action.
- Verify corrective actions are effectively implemented, sustained, and closed with appropriate evidence.
- Promote a culture in which compliance is owned by line management and frontline teams rather than treated solely as a Safety & Health responsibility.

3. Regulatory Interpretation, Standards, and Operational Support

- Provide practical interpretation and guidance on MSHA regulations, standards, policies, Program Policy Letters, Program Information Bulletins, and other relevant regulatory guidance.
- Translate regulatory requirements into clear site procedures, operating expectations, inspection criteria, and supervisory routines.
- Support operations in evaluating changes to equipment, facilities, work methods, and mine plans for potential regulatory implications before implementation.
- Review site standards, SOPs, inspection forms, and compliance tools to ensure regulatory requirements are clearly incorporated and consistently applied.
- Escalate significant or uncertain regulatory matters and coordinate subject matter expertise as required.
- Maintain awareness of regulatory developments and communicate material changes and implications to site leadership.

4. Field Leadership, Coaching, and Compliance Capability

- Maintain a visible field presence and routinely engage leaders, supervisors, and employees on regulatory compliance and safe work expectations.
- Coach operational leaders and supervisors on their MSHA responsibilities and on recognizing and correcting compliance issues in the field.
- Support training and awareness activities addressing regulatory requirements, inspection readiness, recurring citations, and areas of elevated compliance exposure.
- Use field observations, inspection findings, and regulatory interactions as learning opportunities to strengthen organizational capability.
- Reinforce expectations for timely correction of hazards and deficiencies and appropriate escalation when conditions cannot be immediately resolved.
- Promote proactive engagement between Safety & Health personnel and operations so compliance support occurs before and during work, not only after issues are identified.

5. Compliance Governance, Trending, and Corrective Action

- Maintain effective governance for regulatory findings, internal compliance observations, citations, orders, commitments, and corrective actions.
- Track compliance performance and provide clear visibility of open actions, repeat findings, enforcement trends, and areas requiring leadership attention.
- Analyze citation history, inspection findings, incident information, and internal observations to identify recurring themes and opportunities for preventive intervention.
- Establish routine compliance reviews with operational leadership to assess performance, action status, emerging risks, and inspection readiness.
- Ensure significant compliance issues are escalated promptly and that accountability for corrective actions is clearly assigned.
- Prepare concise reports, dashboards, and leadership updates that support informed decision-making and sustained compliance improvement.

6. Safety, Occupational Health, and Required Programs

- Provide leadership and oversight for site Safety & Health programs to ensure regulatory compliance and effective execution.
- Oversee occupational health and industrial hygiene programs, including exposure assessment, monitoring, required medical surveillance interfaces, and regulatory recordkeeping, as applicable.
- Ensure required MSHA and site safety training programs are established, maintained, documented, and aligned with regulatory requirements and operational needs.
- Support effective management of incident reporting, regulatory recordability determinations, required notifications, and related documentation.
- Provide oversight and coordination for assigned emergency response, workers’ compensation, and other Safety & Health programs as applicable to the site organization.
- Ensure Safety & Health records and systems are maintained to a standard that supports regulatory compliance, operational learning, and inspection readiness.

7. Leadership, Collaboration, and Continuous Improvement

- Lead, coach, and develop Safety & Health personnel with clear expectations for field presence, regulatory knowledge, responsiveness, and partnership with operations.
- Build strong working relationships with operations, maintenance, technical services, training, human resources, legal, and site leadership teams.
- Share regulatory lessons learned, recurring findings, and good practices across operating areas to improve consistency and prevent repeat issues.
- Benchmark regulatory and compliance practices and identify practical improvements that strengthen site performance.
- Support site and regional initiatives while maintaining clear accountability for regulatory compliance and core Safety & Health obligations.
- Promote disciplined, practical, and sustainable compliance systems that strengthen both regulatory performance and safe operational execution.

Qualifications:

- Bachelor’s degree in Occupational Health & Safety, Industrial Hygiene, Mining, Engineering, or a related discipline; equivalent relevant experience may be considered.
- Professional safety certification such as Certified Safety Professional (CSP), Certified Mine Safety Professional (CMSP), or equivalent designation is preferred.

Experience

- Significant Safety & Health experience in mining, with demonstrated responsibility for MSHA regulatory compliance and agency interaction.
- Demonstrated experience leading or coordinating MSHA inspections, responding to regulatory findings, and managing corrective actions through closure.
- Experience developing and implementing proactive compliance assurance programs, field inspections, audits, and regulatory readiness activities.
- Experience coaching operational leaders and supervisors on regulatory requirements and practical compliance expectations.
- Experience leading Safety & Health professionals and working effectively across operational and technical functions.
- Ability to communicate effectively with regulators, senior leaders, frontline supervision, employees, and external stakeholders.

Technical Knowledge

- MSHA regulations, enforcement processes, inspection practices, reporting requirements, and mine operator responsibilities.
- Application of regulatory requirements to surface and/or underground mining operations, maintenance, facilities, and contractor activities.
