About this role

Summary

The Testing Manager leads the safe planning, coordination, and execution of factory and site testing for packaged power generation systems from test readiness through performance verification and turnover to commissioning or customer acceptance. The role serves as the primary testing interface among Project Management, Engineering, Manufacturing, Quality, HSE, commissioning personnel, OEM representatives, customers, and third-party witnesses. The position establishes testing strategy, readiness requirements, system boundaries, procedures, resources, sequencing, acceptance criteria, issue resolution, and test records while preserving the independent authority of Quality, Engineering, and designated contractual-acceptance functions.

Principle Responsibilities and Duties

- Develop and maintain project-specific testing execution plans covering scope, system boundaries, test sequence, prerequisites, responsibilities, resources, temporary utilities, risks, witness points, schedules, acceptance criteria, and turnover requirements.

- Review contracts, technical exhibits, specifications, OEM obligations, Inspection and Test Plans (ITPs), factory acceptance test requirements, performance guarantees, and customer obligations to establish the testing execution basis.

- Participate in design, test-readiness, operability, risk, constructability, and lessons-learned reviews so testing requirements and constraints are addressed early.

- Establish controlled handoffs among Manufacturing, Quality, Engineering, Logistics, site contractors, commissioning personnel, customer teams, and Operations & Maintenance.

- Lead readiness reviews for generator packages, controls, electrical systems, auxiliaries, temporary utilities, test equipment, software, instrumentation, permits, safety controls, and applicable balance-of-plant interfaces.

- Develop and review test procedures, checklists, data sheets, test boundaries, stabilization requirements, calculation methods, and acceptance criteria and route them to authorized functions for approval.

- Confirm qualified personnel, calibrated instruments, test equipment, OEM support, required witnesses, approved procedures, energy controls, and prerequisites are available before testing begins.

- Coordinate resolution of incomplete work, missing documentation, instrumentation concerns, software issues, utility limitations, and other conditions that could affect safety, quality, warranty, cost, schedule, or test validity.

- Factory and Site Test Execution

- Lead and coordinate factory and site testing for generator packages, engines, alternators, switchgear, protective relays, controls, instrumentation, cooling systems, fuel-gas systems, emissions systems, auxiliaries, and applicable interfaces.

- Coordinate pre-commissioning checks, energization support, first-fire, synchronization, load acceptance, functional testing, reliability runs, troubleshooting, startup support, and performance verification within company scope.

- Direct daily test coordination with project-assigned personnel, Manufacturing, Engineering, Quality, HSE, commissioning teams, OEM representatives, customers, and third-party witnesses.

- Lead structured diagnosis and recovery planning for defects, test failures, interface issues, and performance shortfalls; assign action owners and define required retest evidence.

- Ensure testing follows approved procedures, drawings, specifications, OEM instructions, ITP requirements, contract requirements, and applicable codes and standards.

- Verify test boundaries, operating conditions, instrumentation, data quality, stabilization, duration, and calculation methods before recommending acceptance of results.

- Maintain readiness status, schedules, issue registers, daily reports, punch status, test records, lessons learned, and phase-release recommendations.

- Coordinate phased turnover while ensuring Quality independently verifies required inspection records and the designated turnover function compiles the final dossier.

- Does not independently approve engineering changes, quality deviations, NCR closure, contractual acceptance, commercial commitments, or warranty disposition unless delegated in writing.

- Lead safe testing execution in compliance with HSE requirements, permits, energy-isolation procedures, LOTO requirements, electrical-safety rules, test-area controls, and site-specific requirements.

- Coordinate staffing, mobilization, travel, test equipment, temporary utilities, OEM support, specialty vendors, and shift coverage required to meet test milestones.

Qualifications

- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Engineering Technology, Construction Management, or a related technical field preferred; equivalent relevant experience may be considered.

- Minimum 10 years of progressive experience in power generation, rotating equipment, EPC execution, field service, testing, startup, commissioning, or comparable shop and project-site environments.

- At least 3 years in a testing manager, commissioning manager, test lead, field execution manager, or comparable leadership role.

- Demonstrated experience testing packaged reciprocating-engine generator systems or comparable industrial equipment.

- Experience coordinating factory acceptance testing, site acceptance testing, energization, first-fire, synchronization, load testing, reliability runs, troubleshooting, performance verification, and turnover.

- Experience leading technicians, engineers, contractors, OEM representatives, customers, and third-party witnesses in active shop and field environments.

- Ability to interpret P&IDs, single-line diagrams, wiring diagrams, control narratives, cause-and-effect matrices, protection settings, OEM manuals, test procedures, and project specifications.

- Working knowledge of generator packages, engines, alternators, switchgear, protective relays, instrumentation, PLC/HMI systems, fuel-gas systems, cooling systems, auxiliaries, and emissions systems.

- Knowledge of calibrated instrumentation, data acquisition, functional testing, load banks, synchronization, protection testing, performance calculations, test documentation, punch management, turnover, LOTO, and warranty records.

- Proficiency with Microsoft Office and electronic project, scheduling, document, completion, test-data, or quality management systems.

- OSHA 30, NFPA 70E training, PMP, commissioning certification, controls or relay training, OEM technical training, quality credentials, or equivalent certifications are preferred as applicable to the assigned scope.

- Valid driver’s license and ability to obtain required site-access credentials are required.

- Leadership & Communication

- Strong technical leadership, planning, organization, troubleshooting, decision-making, data assessment, and risk-management skills.

- Ability to lead multi-discipline teams in a matrix organization and work effectively with customers, contractors, OEMs, suppliers, Quality, Engineering, commissioning personnel, and operations teams.

- Excellent verbal and written communication skills, including preparation of test plans, readiness updates, issue summaries, test reports, turnover status, and customer-facing documentation.

- Ability to remain effective during time-sensitive testing, troubleshooting, recovery, and acceptance activities with limited supervision.

Physical Requirements

- Work is performed in office, manufacturing, test-area, construction-site, and operating-facility environments, supporting test readiness through performance verification and turnover.

- Domestic travel to project sites, suppliers, customer locations, and company facilities is expected, with occasional international travel as required.

- Extended site assignments and non-standard schedules, including evenings, weekends, holidays, and shift-based coverage, may be required to support critical tests, first-fire, load testing, troubleshooting, recovery work, and turnover.

- Work requires personal protective equipment and may involve exposure to energized equipment, rotating machinery, fuel systems, elevated noise, temporary test equipment, weather, uneven terrain, and active industrial environments.

- The position requires the ability to safely access industrial facilities and work areas, including stairs, ladders, platforms, elevated structures, and uneven terrain, in accordance with site-specific requirements.

- The role may involve access to confidential business information, customer-controlled data, proprietary technical documentation, contractual information, and safety-critical test records.

- The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, and comply with applicable safety, training, and access requirements.
