Job Title: ITIM Program Operations Manager Job Description
The ITIM Program Operations Manager leads and coordinates day-to-day operations for a multi-building program in Abilene, Texas, with direct oversight of Building Construction Managers for two facilities. This role serves as the primary representative for routine program operations, ensuring alignment across buildings, coordinating priorities, driving accountability, and managing program communications and reporting. It is a program-operations and people-leadership position focused on organization, coordination, and decision support rather than deep technical or construction specialization.
Responsibilities
- Lead and coordinate day-to-day ITIM program operations across two buildings, ensuring consistent practices and alignment.
- Provide direct oversight, direction, and support to the Building Construction Managers assigned to each facility.
- Establish clear program priorities, expectations, operating rhythms, and standardized reporting practices across both buildings.
- Conduct regular operating reviews with Building Construction Managers and consolidate building-level information into a single program-level view.
- Coordinate cross-building activities, dependencies, priorities, resources, and stakeholder requirements to maintain smooth operations.
- Serve as the designated representative for routine program coordination and operational matters within delegated authority.
- Maintain visibility into significant program actions, commitments, risks, decisions, dependencies, milestones, and upcoming activities.
- Drive accountability and follow-through on open actions and commitments, ensuring timely completion and resolution.
- Identify unresolved, aging, or escalating matters and route them to the appropriate owner or decision-maker.
- Plan, coordinate, and facilitate meetings and working sessions, including defining agendas, documenting actions, assigning owners, setting due dates, and tracking decisions and follow-up.
- Manage program reporting, communications, documentation, and administrative records to keep leadership and stakeholders informed.
- Maintain the ITIM Control Board and associated program tracking so that issues, risks, actions, decisions, owners, dependencies, and due dates remain current and visible.
- Prepare concise program updates, briefing materials, decision summaries, and escalation packages for program leadership.
- Coordinate effectively across internal teams, external partners, technical subject matter experts, vendors, and other stakeholders.
- Escalate matters that require higher-level authority, technical judgment, leadership engagement, or broader intervention.
- Ensure technical and functional topics are routed to appropriate subject matter experts and designated authorities.
- Coordinate priorities across both buildings and meet regularly with Building Construction Managers to review progress and upcoming activities.
- Represent program leadership in routine program meetings, acting as the primary point of contact for day-to-day operations.
- Follow up on actions and commitments arising from meetings and reviews to ensure closure and accountability.
- Maintain program reporting and the ITIM Control Board as the central source of truth for program status.
- Prepare updates, meeting materials, and escalation information for program leadership, including cross-building dependencies and potential impacts.
- Identify cross-building dependencies or potential impacts and ensure they are understood and managed by relevant stakeholders.
- Ensure issues are routed promptly to the appropriate owner or decision-maker and escalate significant matters requiring program leadership involvement.
- Help shape how the program operates by contributing to the design and refinement of processes, reporting, communication structures, meeting cadence, and program controls.
Essential Skills
- Strong leadership and people-management capabilities, with the ability to lead experienced personnel while respecting and leveraging their subject-matter expertise.
- Demonstrated program-operations and project-operations skills, including managing complex, multi-stakeholder environments.
- Excellent verbal and written communication skills for engaging with leadership, partners, vendors, construction personnel, and technical subject matter experts.
- Strong organizational skills and meticulous attention to detail in managing actions, documentation, and program controls.
- Sound judgment, problem-solving, and prioritization skills, including knowing when to act independently, coordinate, challenge, elevate, or escalate.
- Ability to work independently and manage multiple competing priorities and concurrent workstreams in a fast-moving environment.
- Proven ability to lead multiple workstreams, manage dependencies, risks, deadlines, and stakeholders in a complex program environment (5+ years in program or project operations management).
- Experience in people and team management, including leading or overseeing project or program personnel, setting priorities, driving accountability, and ensuring follow-through (3+ years).
- Experience in program controls, reporting, and action management, including status reporting, risk and issue tracking, action-item management, meeting cadence, documentation, decision logs, and executive-level updates (3+ years).
- Ability to consolidate complex information from multiple workstreams into clear, concise, and actionable program-level reporting for leadership.
- Professional presence and confidence when interacting with senior leaders and diverse stakeholder groups.
- Ability to quickly learn program terminology, stakeholder relationships, organizational responsibilities, priorities, and operating processes.
- Proficiency with standard productivity, communication, documentation, and program-tracking tools.
- High school diploma or GED.
- 57 years of relevant experience in program operations, project operations, or similar environments.
Additional Skills & Qualifications
- Associates degree in business, program management, operations, project management, or a related field is preferred.
- Experience in program operations, program management, business operations, project operations, PMO or program-office operations, construction program administration, infrastructure programs, or other complex multi-stakeholder environments is preferred.

- Experience supporting senior program leadership while independently managing day-to-day program operations is beneficial.
- Experience operating across multiple organizations, competing priorities, significant schedules, and distributed responsibilities is beneficial.
- Previous data center experience may be beneficial but is not required.
- Background as an experienced project manager in facilities or comparable complex projects is ideal, including managing multiple projects, coordinating contractors and internal stakeholders, monitoring schedules and budgets, and delivering against demanding milestones.
- Ability to coordinate priorities across multiple buildings and stakeholder groups.
- Comfort working with construction teams, technical subject matter experts, vendors, and partners in a cross-functional environment.
- Interest in shaping program processes, reporting, communication, meeting structure, and controls rather than only executing predefined tasks.
Work Environment
This role is based in Abilene, Texas, supporting a multi-building program environment with broad visibility across two facilities rather than a single workstream. The position operates in a fast-moving, complex setting that involves frequent coordination with construction teams, technical subject matter experts, vendors, partners, and internal leadership. The workweek is structured around a full-time schedule of approximately 40 hours, with a focus on regular operating reviews, meetings, and cross-building coordination. The environment emphasizes professional communication, structured reporting, and disciplined program controls, offering meaningful autonomy to manage priorities, drive follow-through, and resolve routine operational matters. The culture values strong judgment, organization, communication, and people leadership over deep technical specialization, and provides the opportunity to play a key role in the management structure of a high-impact program where results are visible through improved coordination, clearer ownership, better follow-through, and stronger alignment across buildings.
