About this role

*The level assigned will be based on selected candidates experience and job knowledge*

The Mid-Level to Senior Systems Engineer is responsible for the integration, configuration, troubleshooting, testing, and installation of Naval Command, Control, Communications, Computers, and Intelligence (C4I) systems in support of the Naval Tactical Grid (NTG) team within Naval Information Warfare Center (NIWC). This position requires 6-12 years of relevant systems engineering experience, with demonstrated expertise in integrating and troubleshooting Naval C4I systems within complex networked environments. The engineer will provide technical leadership in identifying and resolving hardware, software, networking, and system interoperability issues to ensure successful integration and operational readiness prior to, during, and after deployment. The ideal candidate will possess strong technical problem-solving skills, a thorough understanding of Naval C4I architectures, and the ability to work independently while coordinating with engineering teams, stakeholders, and government customers. This position may also require travel to support system integration, testing, troubleshooting, and installation activities aboard Navy platforms and at shore-based facilities.

CORE FUNCTIONS / JOB DUITES

A mid-level Systems Engineer will be able to perform the following independently:

Provide guidance, test, evaluation, and systems support to Test Leads, Program Managers, and project teams. This shall include acting as a technical advisor to the supported project efforts and ensure rigorous, effective, and compliant testing throughout the program lifecycle.

Assist with development, review, and maintaining program artifacts. This includes requirement traceability, test and analysis plans and reports, as well as methods for tracking program requirements and results.

Manage and standardize the documentation process: Gather team input and generate required reports and briefings that will be delivered to internal and external stakeholders, perform required reviews of all test material that will be delivered to the customer or outside agencies (including Daily Status Reports (DSRs), TORs and TRRS forms), and test status, defect, and final test reports. Recommend enhancements to increase efficiency by identifying areas for improvement and designing/implementing effective solutions.

Use independent discretion to apply quality assurance (QA) expertise for program documentation artifacts to support test plan development, requirement analysis, general program documentation enhancements, and standardization of processes, as need.

Provides and guides the proper training of new and junior personnel to learn and gain the required skill set needed to support the position.

Attends various planning meetings and program specific working groups for program support and situational awareness.

Monitors, reviews, and updates project specific databases and test management tools that support the assessment of the overall program, as needed.

Independently performs research, analysis, and development of test procedures based on Military Standard defined TDL's and other program specific documentation.

Monitors and maintains all project requirements for planning purposes and provide updates to the Program Manager at least weekly and immediately if the situation warrants it.

A Senior Systems Engineer will perform the following with strong independence to act:

Create and maintain detailed documentation for system designs, configurations, processes, and troubleshooting guides.

Play a pivotal and highly influential role throughout the entire engineering lifecycle, providing both technical leadership and strategic direction to ensure the success of complex systems and projects.

Lead technical teams in the process of gathering, analyzing, and refining system requirements in collaboration with stakeholders, ensuring alignment with business objectives and regulatory standards. Define and manage requirements traceability throughout the lifecycle, ensuring all system needs are documented and met.

Architect and design complex systems, integrating hardware, software, and network components to meet performance, scalability, and security goals. Oversee system modeling, interface definition, and trade studies to select optimal solutions.

Oversee the implementation and integration of system components, ensuring seamless interoperability and alignment with design specifications. Coordinate with cross-functional teams (software, hardware, operations) to ensure cohesive system development.

Develop robust verification and validation (V&V) strategies, ensuring systems are rigorously tested against requirements and regulatory standards. Analyze test results, troubleshoot complex issues, and drive resolution of defects.

Oversee system deployment, ensuring smooth transition from development to operational environments. Monitor system performance, optimize operations, and implement improvements for reliability and efficiency.

Lead efforts in system maintenance, upgrades, and lifecycle management, including risk assessments, cost analysis, and planning for scalability and end-of-life. Ensure systems remain compliant with evolving standards and business needs.

Manage and monitor all aspects of the product or system lifecycle, including project planning, scheduling, resource allocation, and progress tracking. Drive continuous improvement by researching emerging technologies and integrating best practices.

Prepare and present technical documentation, reports, and recommendations to support decision-making: Support maintenance and documentation to account for operation, maintenance, calibration, and upgrades to the required systems. This includes Operator Manuals, System Specifications, and Calibration Procedures. And provide input for Request for Information (RFI), Request for Proposals (RFPs) and Statement of Objectives (SOOs).

Mentor and guide junior engineers, fostering professional development and knowledge transfer within the team.
