About this role
Description
The Quick Commerce (QC) Pre-Construction team is looking for a Technical Infrastructure Program Manager III (TIPM III) to own the pre-construction strategy, technical design standards, site feasibility evaluation, and international design benchmarking for QC’s rapidly scaling North America network.
QC deploys multiple physical infrastructure formats, including Stand Alone and Co-Located sites, where pre-construction requirements vary by site type, existing building conditions, infrastructure capacity, permitting jurisdiction, and deployment scenario.
This role operates at the intersection of technical design and site readiness, defining how prospective QC sites are evaluated for infrastructure feasibility, how design packages produced by Architects of Record (AORs) and Engineers of Record (EORs) are reviewed for constructability and specification compliance, and how international quick commerce design approaches are benchmarked and adapted to improve QC’s North America standards.
The TIPM III will develop and maintain site evaluation criteria, technical design review standards, AOR/EOR performance frameworks, cost estimating methodologies, permitting strategies, and change-management mechanisms that govern QC pre-construction delivery. You will use technical domain knowledge to assess site feasibility, evaluate AOR/EOR design deliverables, identify design and permitting risks, challenge cost and schedule assumptions, benchmark technical solutions against international quick commerce operators, and provide feedback to Design Engineering, Real Estate, and Construction teams for specification and process improvement.
This role goes beyond reviewing a completed design package. You will define and continuously improve the pre-construction process itself into scalable standards that improve speed, design quality, cost predictability, and constructability across the QC portfolio.
Key job responsibilities
• Own and continuously improve QC pre-construction technical design and site evaluation standards across formats.
• Develop site feasibility criteria, technical design review checklists, cost estimating frameworks, and due diligence standards.
• Define new pre-construction processes where established evaluation methods, design review workflows, or permitting strategies do not yet exist.
• Evaluate prospective sites for infrastructure capacity, existing building conditions, constructability, permitting complexity, cost, and operational requirements to inform site selection decisions.
• Lead technical review of AOR and EOR design deliverables, evaluating design packages for constructability, specification compliance, infrastructure integration risks, code compliance, and alignment with QC deployment standards before construction handoff.
• Benchmark QC technical design standards against international quick commerce operators, identifying design innovations, infrastructure approaches, and deployment methodologies that can be adapted to improve QC’s North America standards.
• Partner with Design Engineering, Construction, Real Estate, SUEX, WHS, Finance, Operations, and external AOR/EOR partners to resolve complex pre-construction issues and align site evaluation criteria.
• Root-cause recurring pre-construction issues and translate findings into upstream improvements to site selection criteria, design specifications, AOR/EOR scopes, cost models, and permitting processes.
• Establish change-management mechanisms ensuring design learnings, cost data, jurisdictional findings, and international benchmarking insights are consistently incorporated into future site evaluations and design standards.
• Serve as the technical escalation point for complex pre-construction issues, determining whether gaps stem from site conditions, AOR/EOR design quality, cost assumptions, permitting, or evaluation methodology.
A day in the life
You start by reviewing a batch of prospective sites, assessing infrastructure capacity, existing building conditions, permitting jurisdiction complexity, and technical constraints to inform site selection and determine fit for QC deployment. Mid-morning, you lead a design review session on an AOR’s 90% construction document set, flagging a refrigeration layout concern and a fire protection code question that need resolution before permit submission. After lunch, compare QC’s cold-chain infrastructure approach against a leading international quick commerce operator’s design, identifying an equipment standardization opportunity worth exploring. You then join a call with a municipality and EDP partners to resolve an open plan review comment that is holding up a permit timeline. Before end of day, you document lessons from a recently permitted site and update the EOR scope of work template so the next design cycle captures requirements that were missed in this round. Your work turns site evaluation, design review, and international benchmarking learnings into repeatable improvements for future QC deployments.
About the team
The QC Pre-Construction team evaluates and prepares multiple site formats across varying building conditions, jurisdictions, and infrastructure configurations supporting Amazon’s Quick Commerce across North America. TIPMs work alongside Pre-Construction Managers, Construction, Design Engineering, Real Estate, SUEX, WHS, Finance, Operations, EDP, and external AOR/EOR partners to develop scalable pre-construction solutions. While Pre-Construction Managers lead day-to-day site evaluation and project setup activities, TIPMs define and improve the technical standards that guide how sites are assessed and how design partners deliver.
Basic Qualifications
- Bachelor's degree in Construction Management, Architecture, Structural, Civil, Mechanical or Electrical Engineering
- 4+ years of construction or project management, or 10+ years of relevant discipline work experience
- Experience evaluating prospective sites or facilities for technical feasibility, infrastructure capacity, constructability, and deployment fit.
- Experience reviewing architectural and engineering design deliverables for constructability, code compliance, specification alignment, and infrastructure integration.
- Experience managing AOR, EOR, or A&E consultant relationships, including scopes of work, design deliverable reviews, performance management, and technical issue resolution.
- Experience developing or implementing pre-construction standards, site evaluation criteria, design review processes, or technical specifications.
Preferred Qualifications
- Experience reading, interpreting, and creating construction drawings, specifications, and submittal documents
- Experience delivering results for large, cross-functional initiatives/projects, or experience applying key financial performance indicators (KPIs) to analyses
- PE, RA, CCM, CPE, PMP, or similar technical/professional certification.
- Experience developing new infrastructure deployment processes or technical standards where established solutions did not previously exist.
- Experience leveraging data and technology to identify systemic infrastructure issues and drive process improvement across a portfolio.
