QA/QC Manager

Responsible for leading and overseeing the development, implementation, and continuous improvement of the Project Quality Management System (PQMS) and project governance framework across all CAPEX projects, ensuring alignment with ISO 9001, Hill International protocols, and governance requirements. The role drives stage-gate compliance, P3M3 maturity improvement, quality assurance, technical compliance, audits, inspections, NCR and corrective action management, and project performance monitoring. It also leads the digitization of quality and governance processes through OpenText, establishes performance dashboards, manages stakeholder coordination, and provides strategic leadership to QA/QC teams, contractors, and consultants to ensure consistent quality standards, effective project delivery, and continuous improvement across the P&TA portfolio.

- Bachelor's degree in Civil, Mechanical, Electrical Engineering, or a relevant engineering discipline.
- Minimum 15 years of overall professional experience, with at least 10 years in QA/QC management within construction or infrastructure projects.
- Proven experience in airport development, expansion, or aviation infrastructure projects is highly preferred.
- Previous experience working with Project Management Consultants (PMC), engineering consultants, or supervision consultants.
- Strong knowledge of ISO 9001:2015 Quality Management Systems and quality assurance principles.
- Extensive experience in developing and reviewing Project Quality Plans, Inspection and Test Plans (ITPs), method statements, and inspection procedures.
- Sound knowledge of construction inspections, material testing, testing and commissioning, NCR management, and quality audits.
- Proven ability to lead multidisciplinary QA/QC teams and coordinate effectively with clients, contractors, and project stakeholders.
- Strong analytical, problem-solving, communication, reporting, and stakeholder management skills.
- ISO 9001 Lead Auditor certification or other relevant quality management certifications will be an added advantage.
