Job Summary:

The Manager, Outage & Repair Services serves as the primary interface between generating plants and the Central Repair Shop for planned outage work and emergent repair needs. The role evaluates customer requirements, defines repair scope, develops pricing and turnaround commitments, and coordinates internal and external resources to deliver safe, high-quality, cost-effective work.

This position maintains the master repair and outage support schedule 6 to 13 months in advance, aligning shop capacity and specialty resources with plant outage schedules. The manager works closely with Central Repair Shop leadership and craft resources to confirm capacity. When internal capacity is insufficient, the role sources and coordinates qualified third-party contract support and temporary headcount for work such as turbine blading, valve repair, welding, machining, and other specialized repair services.

Essential Duties/Responsibilities:

- Serves as the primary customer interface for plant outage support, planned repair work, and unexpected equipment failures requiring Central Repair Shop services.

- Reviews customer requests, drawings, specifications, inspection findings, schedules, and other available information to define the work scope and clarify technical and commercial requirements.

- Develops timely, accurate quotations that identify expected labor, material, tooling, outside services, schedule, assumptions, exclusions, and turnaround time.

- Coordinates with Central Repair Shop management, supervisors, planners, engineering, quality, and craft personnel to determine shop capability, available capacity, work sequencing, and delivery commitments.

- Creates and maintains a master schedule 6 to 13 months in advance that aligns Central Repair Shop work with the same planning horizon used by the plants for outage development.

- Manages multiple planned outage workstreams while maintaining the flexibility to integrate forced outage and emergent repair requests.

- Identifies shop capacity constraints and develops resource strategies to protect customer commitments and optimize use of internal labor, overtime, equipment, and facilities.

- When internal capacity is insufficient, solicits and coordinates qualified third-party contractors and temporary craft resources for turbine blading, valve repairs, welding, machining, mechanical repairs, and other specialty services.

- Participates in contractor and vendor evaluation, selection, bid review, commercial alignment, onboarding, performance monitoring, invoice review, and closeout in accordance with company requirements.

- Coordinates the development of work packages, including labor, materials, tooling, equipment, technical support, quality requirements, safety controls, inspection points, and delivery milestones.

- Tracks work progress, cost, resource usage, schedule performance, scope changes, and risks; communicates status and recommended actions to plant customers and Maintenance Services leadership.

- Provides prompt communication when scope, cost, capacity, or delivery risk changes and leads development of recovery plans or alternative execution strategies.

- Supports safe execution by ensuring work is planned and coordinated in accordance with applicable safety, environmental, quality, and work-management requirements.

- Performs field and shop inspections of work in progress and works with responsible personnel to resolve technical, quality, schedule, or customer concerns.

- Maintains customer request, quotation, backlog, capacity, schedule, contractor, and performance information using approved business and work-management systems.

- Conducts post-job reviews with customers and internal teams, documents lessons learned, and incorporates improvements into future estimates, schedules, and execution plans.

- Builds effective relationships across plant Maintenance, Operations, Engineering, Supply Chain, Commercial Operations, contractors, and Central Repair Shop teams.

- Drives continuous improvement in estimating accuracy, turnaround performance, resource utilization, contractor effectiveness, customer service, and overall repair quality.

Working Conditions:

- Work is performed in office, central repair shop, and power plant environments.

- Requires regular interaction with operating plants and occasional travel to job sites, vendor locations, or contractor facilities.

- May require overtime, non-standard hours, and availability outside normal business hours to support emergent plant equipment failures and outage execution.

- Requires operation of a personal computer and standard business, scheduling, estimating, and work-management applications.

- Requires a valid state driver’s license and the ability to operate a motor vehicle.

Minimum Requirements:

- Experience coordinating internal craft labor, contractors, vendors, materials, and specialty services to meet cost and schedule commitments.

- Knowledge of planning, scheduling, resource loading, cost tracking, and work-management systems such as SAP or Maximo.

- Demonstrated ability to communicate effectively with customers, technical specialists, craft personnel, contractors, and management.

Preferred Qualifications:

- Bachelor’s degree in Engineering, Business, Construction Management, or a related discipline.

- Experience working in or directly supporting a central repair shop, turbine service center, or heavy industrial maintenance facility.

- Experience developing repair quotations, commercial proposals, or customer estimates for industrial services.

- Strong scheduling experience with a 6- to 13-month planning horizon and multiple concurrent outages or projects.

- Experience sourcing and managing temporary craft labor and specialty contractors for turbine blading, valve repair, welding, machining, or similar work.

- Experience leading employees, contractors, or cross-functional work teams.

- Project Management Professional (PMP) certification or formal project management training.

- Knowledge of quality assurance and quality control processes for power-generation equipment repairs.

Additional Knowledge, Skills and Abilities:

- Strong estimating and business judgment, including the ability to evaluate scope, labor, materials, risk, capacity, schedule, and outside-service requirements.
