Job Description: Senior Commercial/Billing Head

Role Overview

JLL is seeking an experienced Senior Commercial/Billing Head to lead the commercial and billing function for the Semiconductor Project in Dholera. This is a senior leadership position responsible for overseeing all commercial and billing operations on a large-scale industrial/semiconductor manufacturing project, ensuring accuracy, compliance, and timely financial closure across all project phases. The role carries significant accountability given the scale of the project and the high value of contractor packages involved, and the incumbent will be expected to function as a trusted commercial advisor to the Project Director and senior leadership.

Key Responsibilities

The incumbent will lead the end-to-end commercial and billing function for the project, managing contractor and vendor bill certification, measurement verification, and financial reconciliation for work executed on site. They will be responsible for establishing and monitoring commercial controls, ensuring that billing processes align with contract terms, BOQ provisions, and JLL's governance standards. The role involves close coordination with the Project Director, finance teams, contractors, and client stakeholders to ensure smooth financial flow and dispute resolution.

The role holder will drive variation and change order evaluation, claims management, and final account settlement for large-value packages. They will be accountable for maintaining accurate commercial documentation, cost tracking, and reporting systems that provide visibility into project financial health to senior leadership and the client. Given the scale of the project, the individual must demonstrate strong judgment in resolving commercial disputes, negotiating with contractors, and safeguarding project interests while maintaining strong working relationships with all stakeholders.

Additionally, the role requires mentoring and leading a team of billing engineers and commercial executives, ensuring consistent application of processes across all contractor packages, and acting as the primary point of escalation for all billing and commercial matters on site. The individual will also be responsible for contract risk identification, cost control reporting, cash flow forecasting support, and ensuring audit readiness of all commercial records at all times.

Required Qualifications and Experience

A minimum of 20 years of overall experience in project commercial management and billing is required, with a demonstrated track record of leading commercial and billing functions for very large industrial projects. The candidate must have handled cumulative or individual contract bill values exceeding INR 70 crores, reflecting the scale and complexity expected on this assignment. Prior exposure to semiconductor, industrial, manufacturing, or large infrastructure projects will be considered a strong advantage.

A degree in Civil Engineering, Quantity Surveying, or a related field is preferred, along with strong working knowledge of contract conditions (FIDIC or similar), BOQ management, and standard billing/measurement practices used in large industrial construction.

Key Skills and Competencies

Excellent communication skills are mandatory for this role, as the position requires regular interaction with the Project Director, client representatives, contractors, and internal finance teams. The candidate must possess strong analytical and negotiation abilities, a high degree of commercial acumen, and the capability to manage multiple high-value contractor accounts simultaneously under tight project timelines. Leadership experience in managing commercial teams, along with proficiency in relevant billing and ERP software, is expected.

Key Performance Indicators (KPIs)

- Billing Accuracy and Timeliness: Percentage of contractor bills certified within the defined turnaround time (e.g., 7–10 working days of submission), with error/rework rate below an agreed threshold.
- Cash Flow and Payment Cycle Management: Adherence to payment cycle timelines for certified bills, minimizing delays in contractor payments while protecting project cash flow.
- Variation/Change Order Closure: Percentage of variation claims evaluated and closed within the target cycle time, with minimal backlog of pending claims.
- Dispute and Claims Resolution: Number and value of commercial disputes resolved without escalation to arbitration or legal proceedings, and average resolution time for open claims.
- Cost Control and Budget Adherence: Accuracy of cost tracking against approved budgets, with timely flagging of cost overruns or at-risk packages to the Project Director.
- Final Account Settlement: Percentage of contractor final accounts closed within the agreed timeframe post completion, minimizing retention/liability exposure.
- Audit and Compliance Readiness: Zero or minimal major non-conformances in internal/external commercial audits; completeness and accuracy of documentation for all certified bills.
- Reporting Quality and Timeliness: Timely submission of accurate commercial MIS/reports (weekly/monthly) to the Project Director and client, with minimal correction cycles.
- Team Leadership and Capability Building: Effectiveness in managing and developing the billing/commercial team, measured through consistency of process application across packages and reduction in process-related errors.
- Stakeholder Satisfaction: Feedback from Project Director, client representatives, and contractors on responsiveness, accuracy, and professionalism in commercial dealings.
