Job Description: QAQC Lead – Semiconductor Project, Dholera

Position Summary

JLL is seeking a highly experienced QAQC Lead to oversee quality assurance and quality control operations for the Semiconductor fabrication project in Dholera, Gujarat. This is a critical senior leadership position accountable for establishing, implementing, and governing the project-wide Quality Management System (QMS) across all construction disciplines, including civil, structural, MEP, and specialized cleanroom/high-purity systems. The role demands a seasoned quality professional capable of managing complex stakeholder relationships, driving a zero-defect culture, and ensuring the facility meets the stringent quality benchmarks required for semiconductor manufacturing.

Key Responsibilities

Quality Management System (QMS) Development & Governance

- Develop, implement, and continuously improve the project-wide QMS in alignment with contractual, statutory, and client-specific requirements
- Establish quality control procedures, standard operating procedures (SOPs), and inspection protocols tailored to semiconductor facility construction
- Ensure QMS documentation is version-controlled, audit-ready, and accessible to relevant stakeholders at all times
- Benchmark QMS practices against industry best practices for complex industrial and cleanroom facilities

Inspection, Testing & Compliance

- Review, approve, and periodically update Inspection & Test Plans (ITPs), method statements, and quality procedures submitted by contractors and subcontractors
- Conduct scheduled and surprise site audits/inspections across all work fronts, including civil, structural, MEP, cleanroom construction, and specialty process systems
- Oversee material submittal reviews, test certificates, mill certificates, and calibration records to ensure full compliance with specifications
- Manage and coordinate third-party inspection agencies (TPIA) and independent testing laboratories, ensuring timely scheduling and reporting
- Verify welding, NDT, and other specialized testing activities conform to applicable codes (ASME, ASTM, IS codes)

Non-Conformance & Risk Management

- Identify, document, and track non-conformances through to closure using a structured NCR system
- Lead root cause analysis (RCA) for significant non-conformances and systemic quality issues
- Drive implementation and verification of corrective and preventive actions (CAPA)
- Conduct quality risk assessments for high-risk, critical, or novel construction activities, particularly those related to cleanroom and process system installation
- Escalate unresolved or high-impact quality issues to senior project leadership and client stakeholders in a timely manner

Stakeholder Coordination & Reporting

- Serve as the primary quality interface between the project management team, design consultants, EPC contractors, subcontractors, and client representatives
- Represent the project in client quality review meetings, audits, and inspections
- Prepare and present regular quality performance reports, dashboards, and KPI summaries to senior leadership and client stakeholders
- Facilitate quality-focused coordination meetings with contractors to proactively address emerging risks

Documentation & Handover

- Maintain comprehensive, organized quality records throughout the project lifecycle to ensure continuous audit readiness
- Compile and manage QA/QC dossiers, including test certificates, inspection records, NCR logs, and as-built quality documentation
- Support project handover and commissioning phases by ensuring all quality documentation packages are complete, accurate, and delivered on schedule

Training & Culture Building

- Design and deliver quality training sessions, toolbox talks, and awareness programs for site engineers, supervisors, and workforce
- Promote a strong quality-first culture across all levels of the project organization, reinforcing accountability and attention to detail
- Mentor and develop junior QAQC engineers and inspectors within the team

Specialized Systems Oversight

- Coordinate closely with specialty contractors on cleanroom construction standards, including air cleanliness classifications, surface finishes, and material compatibility
- Oversee quality compliance for process piping, high-purity gas and chemical delivery systems, and other semiconductor-specific infrastructure
- Liaise with technology licensors/process equipment vendors where quality interfaces with specialized semiconductor manufacturing requirements

Required Qualifications & Experience

- Bachelor's degree in Civil, Mechanical, or Electrical Engineering, or a related technical discipline
- 15–18 years of total professional experience, with the substantial majority specifically in QAQC functions within the construction/EPC industry
- Demonstrated, verifiable experience serving as QAQC Lead on large-scale industrial construction projects
- Preferred: direct experience on semiconductor fabrication facilities, data centers, pharmaceutical manufacturing plants, or other technically complex, highly regulated facilities
- Prior exposure to cleanroom construction standards (e.g., ISO 14644) and high-purity/specialty process systems strongly preferred
- Strong working knowledge of international and national quality standards, including ISO 9001, relevant IS codes, ASME, and ASTM
- Experience managing quality functions within EPC contracts or large construction management (CM) engagements
- Familiarity with quality documentation platforms, digital inspection tools, and reporting software
- Certifications such as Lead Auditor (ISO 9001), CQE, CSQE, or NDT/welding inspection certifications are an advantage

Key Skills & Competencies

- Excellent written and verbal communication skills — mandatory, given extensive interaction with client leadership, senior management, design teams, and multiple contractor organizations
- Strong stakeholder management, negotiation, and conflict-resolution skills, particularly in managing quality disputes diplomatically
- Proven leadership capability to manage and mentor a team of QAQC engineers and inspectors across a large, multi-contractor site
- Strong analytical, investigative, and root-cause analysis skills
- High attention to detail with uncompromising commitment to quality standards
- Ability to work effectively under pressure in a fast-paced, deadline-driven industrial construction environment
- Proactive, hands-on approach to anticipating and resolving quality issues before escalation
- Sound judgment in balancing quality rigor with project schedule and commercial considerations
- Proficiency in MS Office, quality management software, and reporting dashboards

Key Performance Indicators (KPIs)

- Non-conformance report (NCR) closure rate within defined SLA/timeline
- Reduction in recurring/repeat non-conformances over time (trend analysis)
- Percentage of inspections and ITPs completed on schedule versus planned
- First-time pass rate for inspections, material approvals, and test results
- Internal and client/third-party audit compliance scores
- Timeliness and completeness of QA/QC documentation, including handover dossiers
- Zero critical quality incidents impacting safety, project schedule, or cost
- Training and toolbox talk completion rate across site workforce
- Client and stakeholder satisfaction ratings regarding quality performance
- Average turnaround time for CAPA implementation and verified closure
- Cleanroom and specialty system quality compliance rate (where applicable)
