At Blue Origin, we envision millions of people living and working in space for the benefit of Earth. We’re working to develop reusable, safe, and low-cost space vehicles and systems within a culture of safety, collaboration, and inclusion. Join our team of problem solvers as we add new chapters to the history of spaceflight!

This role supports the development and operations of New Glenn, a single-configuration, heavy-lift orbital launch vehicle capable of routinely carrying people and payloads to low-Earth orbit, geostationary transfer orbit, cislunar, and beyond. Its first stage is fully reusable, and the vehicle was designed from the beginning to be human-capable.

Blue Origin's Digital Engineering & Systems Architecture (DESA) Software Development Engineering team builds and operates the foundational platforms that power Blue's enterprise and mission systems. Our work spans New Glenn, Enterprise Technology, Engines, and Lunar organizations (and beyond!) - connecting internal product teams, engineering programs, and operational customers through scalable, well-governed software capabilities.

As a Senior Technical Program Manager on the DESA team, you will own the planning and delivery of complex, cross-organizational software programs that cut across Enterprise Technology and New Glenn. You will convert business and stakeholder requirements into structured technical plans, define solution architecture and interface requirements,  and coordinate execution across multiple software teams from design through production deployment.

Your programs will span:

- Enterprise change management: coordinating software change across integrated systems

- Platform onboarding: planning and delivering onboarding of teams and capabilities onto Blue's enterprise platforms

- Architectural standards: developing and socializing architectural patterns and standards across software organizations

You will also serve as the primary TPM interface for customers whose work spans New Glenn, managing technical dependencies, escalations, and delivery commitments across organizational boundaries.

Specific responsibilities include:

- Decompose business objectives into interconnected workstreams and program plans engineering teams can execute against

-  Own and drive the annual planning cycle and development roadmap for your program areas

- Manage scope, schedule, budget, quality, and risk across the full program lifecycle - from initiation through production deployment

- Define and maintain program milestones, resource estimates, risks, and dependencies - including non-functional requirements

- Own solution architecture and interface definitions in partnership with engineering leads; understand system workflows, APIs, design constraints, and operational "gotchas"

- Anticipate bottlenecks, balance business needs against technical constraints, and provide escalation management across ET and New Glenn

- Serve as the primary coordinator for technical escalations

- Lead security reviews and QA coordination for programs in scope

- Define and track KPIs and SLAs for programs in your portfolio

- Communicate program status clearly to senior leadership (Director and L1)

- Mentor junior members across the team up to Level III

---

Minimum qualifications

- 8+ years of experience in technical program management for software systems

- Demonstrated ability to own year-scale programs across multiple software organizations simultaneously

- Strong technical fluency: you can engage credibly with engineers on architecture, APIs, and system design tradeoffs

- Experience managing scope, schedule, budget, quality, and risk across cross-functional software programs

- Experience defining and tracking non-functional requirements and KPIs/SLAs

- Track record of driving annual planning and shaping roadmaps at a director-level program area or above

- Strong written and verbal communication skills; comfortable presenting to VP/L1 stakeholders

- U.S. citizenship or permanent resident status required

---

Preferred qualifications

- Experience with enterprise platform onboarding or migration programs

- Familiarity with change management tooling or release orchestration systems

- Prior work spanning both enterprise technology and a hardware/mission-facing org

- Experience with high-scale distributed services

- Experience mentoring or building TPM program management practices

- Proficiency with advanced project management tools (e.g., Jira, Confluence, MS Project, Primavera P6) and data analysis tools (e.g., Tableau, SQL, or Excel power features)
- Project Management Professional (PMP) or Agile/Scrum certification
