Background
Mizoram continues to face significant public health and social challenges arising from substance use disorders, with implications for individuals, families, communities, and the state’s health and development systems. Addressing these challenges requires a coordinated, multisectoral response involving relevant government departments, educational institutions, healthcare providers, civil society organisations, and development partners.
The Government of Mizoram has developed the State Plan for Addressing the Menace of Drug Use 2026–2029 (hereafter, the State Plan). Effective implementation requires clarity on departmental roles and responsibilities, stronger interdepartmental coordination, identification of implementation bottlenecks, and mobilisation of adequate financial and technical resources.
PATH proposes to convene an interministerial consultation bringing together stakeholders responsible for supply reduction, harm reduction, and demand reduction, alongside representatives of educational institutions, private healthcare practitioners, and other relevant stakeholders.
The consultation will review implementation gaps and opportunities under the State Plan, agree on priority actions, and inform a practical roadmap for 2026–2029. It will also identify potential government and development partners, including donors, that may support priority interventions.
PATH seeks to engage a consultant to provide technical and coordination support for stakeholder engagement, consultation preparation and delivery, facilitation, documentation, and review of the draft consultation report. The consultant will work in close coordination with the State Coordinator and report to the state coordinator.
Objectives of the Consultancy
The overall objective is to support PATH in planning, coordinating, and conducting an outcome-oriented interministerial consultation that strengthens implementation of the Mizoram State Plan 2026–2029.

· Review the State Plan and prepare a preliminary gap-analysis framework to structure consultation discussions around the Plan’s commitments, activities, institutional responsibilities, and implementation requirements.

· Facilitate selected sessions and guide discussions towards specific, actionable implementation recommendations.
· Support the development of a practical roadmap and action matrix linking identified gaps to priority actions, responsible institutions, timelines, resource requirements, and potential funding or technical partners.
· Review the draft consultation report for completeness, accuracy, and actionability.
