Please note that this position is open on a permanent contract (no freelance) and is based in Brussels with an on-site presence required 2 to 3 days a week. Applicants must have the legal right to work in Belgium.
Join a highly skilled engineering team driving the evolution of global roaming and data core services. In this role, you'll take ownership of technical solutions from design to delivery, helping shape the next generation of connectivity services.
Responsabilities:
- Lead and contribute to the analysis, design, development and implementation of network solutions and OSS systems (Operational Support Systems) based on product, business, technical, operational (provisioning, service assurance) or regulatory requirements.
- Implement concerned solutions following defined objectives, budget, effort and timing while ensuring an optimal balance between third party or vendor solutions and internal development and integration work.
- End-to-end responsibility on actions across the project life cycle from requirements phase up to launch into production environment.
- Analyse and assess technical solutions and evolution to fulfil business, regulatory and operational (functional and capacity) requirements considering cost, time to market and quality. Evaluate and recommend evolution steps based on current and future technology capabilities.
- Participate in implementation projects (from an end-to-end perspective), collaborate with different stakeholders (product management, operational teams, external suppliers and IT & network colleagues). Activities relate to end-to-end project coordination, design, implementation, testing and rollout of technical platforms.
- Participate in RFI (Request for Information) and RFP (Request for proposal) processes for selecting most suitable product or vendor in close collaboration with product management, procurement and operational teams. Define the technical part of the contract (Scope of Work, Project Management Plan, and Professional Services) with external partner and concerned technical and purchasing peers.
- Provide technical support to assess commercial proposals.
- Generate methods, procedures and technical documents regarding technical solution and evolution (architecture, impact analysis) to be used by Product Managers and Operational colleagues.
- Ownership of platform and execution of proof of concepts and trials.
- Preferred technical representative to suppliers and vendors. Provide support to internal and external stakeholders regarding the technical domain and be a reference in the area of competence.
- Assure effective interactions with Product Managers to get relevant insight about systems and service development,
- Procurement team for supplier selection, contractual and commercial support, suppliers.
Technical Requirements
- Engineering degree in telecommunications and/or IT technology.
- Strong knowledge of networks, telecommunications and the IT landscape.
- Minimum 6 years of professional experience in telecom or IT environment.
- Deep technical knowledge of data‑focused roaming and mobile packet core is a must (SMF, UPF, SGW, PGW), including key roaming interfaces (S8, N4), technologies (VoLTE and IMS, mainly) and scenarios (roaming in/out, Home Routing, Local Breakout, CUPS), complemented by a solid understanding of the broader signalling ecosystem (Diameter, SS7, SCTP).
- Comprehensive view of the mobile core networks with solid understanding of technologies and call flows involved and roaming solutions (Multi-IMSI, Roaming Hub, ...). Knowledge of BICS solutions is a plus (Instant Roaming, OC Roaming Hub, GTP Proxy, Xphere based platforms, ...).
- Hands-on experience in configuration, operation, maintenance and troubleshooting of roaming platforms, including testing, monitoring and troubleshooting tools (Splunk, SIGOS, ...).
- Experience with BICS Internal platforms (Xphere framework, Reporting Tools, ...) is considered an asset.
- Familiar with DevOps concepts is a plus (Containers, CICD, VMWare/OpenShift, Kubernetes, AWS, ...).
- Practical experience in Linux-based environments and computer networking would be plus (bash, scripting, Python, ...).
- Knowledge of international carrier business is considered an advantage.
- Very good knowledge of written and spoken English.
