Position Overview:

The Civil Engineer provides comprehensive planning, design, and technical oversight for substantial, multi-phase new construction, renovation, and improvement projects involving real property facilities and complex utility systems, including multi-story buildings and USSF facilities, preparing design calculations, cost estimates, schedules, technical drawings, specifications, and SOWs while accommodating non-standard engineering solutions as mission requirements dictate. This role plans, programs, budgets, and executes a wide range of engineering projects using Government-approved cost-estimating tools and AFCAMP processes, serves as primary technical consultant and project coordinator liaising with engineers, architects, planners, contracting officers, and external construction agents such as USACE and NAVFAC, and collects and analyzes technical data using CADD, GIS, BIM, and other modeling tools to support data-driven project development. The Civil Engineer also provides technical input during source selections, supports long-range infrastructure planning and facility condition assessments, and ensures full compliance with applicable health, safety, and environmental codes and standards throughout all phases of project delivery. Candidates must hold a bachelor's degree in civil engineering from an ABET-accredited program with at least 5 years of relevant experience, possess professional knowledge of civil engineering principles alongside familiarity with architectural, electrical, mechanical, and structural disciplines, and demonstrate proficiency in program planning, budgeting, design documentation, and site survey analysis; structural engineering experience is preferred.

Job Responsibilities:

- Performs comprehensive planning and design for substantial, multi-phase new construction, renovation, and improvement projects for real property facilities and complex utility systems. Will prepare, develop, and review detailed design calculations, cost estimates, project schedules, technical drawings, specifications, and Statements of Work (SOWs) for a wide variety of structures (including multi-story buildings and USSF facilities), and must accommodate non-standard engineering solutions when mission requirements necessitate significant departures from typical engineering practices.

- When requested by the Government, the Civil Engineer will provide technical input and written recommendations during source selections and technical evaluations. May review design documents, technical proposals, and change order packages and must provide written technical comments and recommendations.

- Will plan, program, budget, and execute a wide range of engineering projects by assessing project validity, feasibility, and economic and environmental impacts. Will use Government-approved cost-estimating tools to develop Government estimates, support competition for funding in Air Force corporate processes (such as AFCAMP), ensure project actions are consistent with Fiscal Law requirements, and guide projects to completion within approved cost and schedule baselines. Must also support facilities operations and maintenance by developing long-range infrastructure priorities and conducting facility condition and capability assessments.

- Serves as a primary technical consultant and project coordinator, liaising with engineers, architects, planners, contracting officers, tenant organizations, and external construction agents (for example, the U.S. Army Corps of Engineers and Naval Facilities Engineering Systems Command). Must apply knowledge across multiple engineering and planning disciplines to integrate technical, functional, and spatial requirements, lead design charrettes, and provide commanders and senior leaders with clear, timely advice on project status, risks, and technical issues.

- Will collect, evaluate, and analyze technical data affecting facilities and infrastructure using advanced computer tools such as CADD, GIS, BIM, and other Government-approved modeling programs. Conducts field surveys, interpret and validate collected data, perform quantitative analyses, and apply results to project development and design so that engineering and planning decisions are data-driven and aligned with installation priorities.

- Complies with all applicable health, safety, and environmental rules and procedures, ensuring that federal, state, local, and Department of the Air Force codes and standards are consistently interpreted and applied throughout the programming, design, and construction phases of real property facility projects, so that project delivery enhances the safety and environmental compliance of the installation work environment.

Required Qualifications:

- A bachelor's degree in civil engineering from an ABET-accredited program and at least 5 years of relevant civil engineering experience.

- Professional knowledge of civil engineering concepts, principles, and practices, with strong familiarity with architectural, electrical, mechanical, and structural disciplines to ensure proper design and construction integration.

- Comprehensive knowledge of applicable engineering and construction standards, contracting regulations, health and safety requirements, and environmental laws to ensure full compliance on all projects.

- Proficiency in automated data processing, program planning, and budgeting cycles, including use of financial control systems to effectively manage project resources and timelines.

- A high degree of skill in aesthetic and functional design techniques, drafting, and preparing complete project documentation, including preliminary sketches and final construction drawings.

- The ability to plan, conduct, and record detailed site and facility surveys and inspections, and to analyze and apply the results to recommend timely and economical engineering solutions.

Preferred Qualifications:

- Structural engineering experience is desired
