Position Overview:

The Project Programming Support Specialist develops and manages facility project programming packages for USAF/USSF FSRM, NRG, MILCON, NAF, and ERCIP efforts in accordance with AFCEC business rules, UFCs, and DAFIs. This role gathers and validates requirements from stakeholders, produces PACES-based parametric cost estimates and bases of estimate, and prepares programming documentation, including DD Form 1391s, for approval through the AFCEC Project Authorization Tool and the Comprehensive Planning Platform (CPP). The Specialist supports the Work Order Review Board and other project meetings with timely, accurate data, documents actions in NexGen IT, and programs up to 15 projects annually while ensuring full compliance with applicable regulations. Success in this position requires either a bachelor's degree in engineering or architecture with at least 5 years of facility design or construction project management experience, or a minimum of 5 years of DoD/DoW project programming experience, along with strong engineering and analytical skills and a proven ability to meet project milestones.

Job Responsibilities:

- Will deliver project programming products that conform to AFCEC business rules and policies, as evidenced by Government reviews with no willful or repeated noncompliance findings.

- S upports the work order review board and other project information meetings by providing required project data and updates in time for weekly sessions, ensuring that Engineering Flight decisions are based on complete and current information.

- Will complete programming actions for FSRM, NRG, MILCON, NAF, and ERCIP projects in accordance with USAF/USSF programming rules, UFCs, and DAFIs, and must document those actions in NexGen IT as required by the contract and applicable task orders.

- Will obtain, validate, and document project requirements from requirements owners, engineers, shops, and other stakeholders so that the approved programming package accurately reflects scope, constraints, and mission needs.

- P roduce a PACES-based parametric cost estimate and written basis of estimate within 3–4 weeks of assignment that accounts for local market conditions and restricted-area work.

- Program up to 15 projects annually in compliance with applicable rules and incorporating user requirements. Update applicable databases, generate documentation, determine appropriate execution method, and gain project

- Producing /inputting programming requirements in the Comprehensive Planning Platform (CPP) based on project scope requirements.

- Preparing programming documents such as DD 1391 to gain approval from the appropriate government personnel, either locally or submitted through the AFCEC Project Authorization Tool.

Required Qualifications:

- Must have either a bachelor's degree in engineering or architecture and at least 5 years of experience as a facility design engineer or construction project manager; or a minimum of 5 years of experience in DoD/DoW project programming and development of programming documents (e.g., DD Forms 1391).

- Relevant experience must demonstrate comprehensive knowledge of engineering principles and analytical techniques that support civil engineering disciplines, as well as the ability to follow established project-related procedures and successfully complete established project
