Position Overview:

The Construction Manager serves as the technical expert for the full lifecycle of awarded construction projects, from design coordination through construction management, field surveying, and final project closeout, ensuring project delivery aligns with contract requirements, engineering standards, and mission needs. This role develops complete project requirement packages by identifying functional and technical needs, defining schedules and milestones, and preparing independent Government cost estimates to establish a clear basis for acquisition and budgeting, while managing and overseeing construction operations on large, complex, multi-discipline projects to verify compliance with approved plans, specifications, and quality requirements. The Construction Manager independently reviews technical submittals, RFIs, material proposals, and shop drawings recommending approval or disapproval per contract requirements and investigates and develops technical justification for complex contract change orders, supporting cost negotiations within delegated authority. Candidates must have at least 5 years of extensive construction and/or contract-related experience along with a degree in construction management or construction technology, knowledge of engineering and construction standards, methods, and cost estimating for facility, pavement, and utility systems, familiarity with federal, state, and local codes and contracting regulations and negotiating techniques, proficiency in automated data processing systems including AutoCAD, Microsoft Project, and NexGen IT, understanding of applicable health, safety, and environmental requirements, and the ability to analyze engineering drawings, specifications, and submittals against functional, performance, and constructability standards.

Job Responsibilities:

- Serves as the technical expert for the full lifecycle of awarded construction projects, from design coordination through construction management, field surveying, and final project closeout, ensuring that project delivery aligns with contract requirements, engineering standards, and mission needs.

- Develops complete project requirement packages by identifying functional and technical needs, defining schedule requirements and milestones, and preparing independent Government cost estimates from broad project goals, so that the Government has a clearly documented basis for acquisition, budgeting, and scope definition.

- Perform management and surveillance of construction operations on large, complex, multi-discipline projects to verify compliance with approved plans, specifications, and quality requirements. This includes interpreting design documents in the field, identifying and helping resolve construction problems, and evaluating the effectiveness of the quality control systems.

- Independently review and analyze technical submittals, Requests for Information, material proposals, and shop drawings and must recommend approval or disapproval in accordance with contract requirements and applicable standards. Must also investigate the need for complex contract change orders, develop or review the associated technical justification, and support negotiation of costs for required modifications within the limits of delegated authority.

Required Qualifications:

- Has extensive construction and/or contract-related experience of at least 5 years and a degree in construction management or construction technology.

- Knowledge of engineering and construction standards, methods, practices, techniques, and cost estimating as they apply to facility, pavement, and utility systems.

- Familiarity with federal, state, and local codes and regulations; standard contracting regulations, practices, procedures; and negotiating techniques.

- Proficiency in automated data processing concepts and systems, including Autodesk AutoCAD, Microsoft Project, and NexGen IT .

- Understanding of health, safety, and environmental requirements as outlined in applicable codes, standards, and regulations.

- Ability to analyze and interpret engineering drawings, specifications, statements of work, and material submittals to ensure they meet functional, performance, and constructability standards.
