The Opportunity:

Serve as a Project Financial Analyst supporting the US Southern Command’s Overseas Humanitarian, Disaster and Civic Aid (ODHACA) program as a part of CACI’s Southern Command Operations Planning and Engagement Support (SCOPES) task order.

Responsibilities:

In support of SOUTHCOM’s ODHACA program, provide financial management support for discrete projects with US Security Cooperation Offices (MilGps) at US Embassies in the SOUTHCOM Area of Responsibility.  A particular focus will be on Medical Supplies and equipment purchases and follow-on delivery and vendor payments.  Duties and Responsibilities will include but are not limited to:

- Facilitate and coordinate the procurement, delivery and distribution of Class VIII (Medical) supplies and equipment within the Overseas Humanitarian, Disaster, and Civic Aid (ODHACA) system with US Embassy Offices of Security Cooperation (MilGps) in the SOUTHCOM AOR in support of US Southern Command regional and country-level medical readiness objectives. Use of Purchase Cards and remote coordination are involved. ​

- Streamline processes and introduce efficiencies/best practices for the procurement of Class VIII. This may include drafting purchase agreements for government approval.​

- Track purchases from initial order to final invoice in conjunction with government leads to ensure purchases are made using appropriate regulations, cost comparisons are made when appropriate, funds are spent in accordance with a spend plan, receipts are annotated and uploaded into the appropriate systems, and that final invoices are made to the government.​

- Assist the Government leads with preparing periodic financial reports, briefings, papers, and other communications for the government that outlines the parameters of each country-level program and how the purchase of supplies supports desired outcomes.​

- Assist Government leads with conducting periodic assessments of standardized procedures, project schedules, invoicing practices, and objectives milestones to determine the effectiveness of Class VIII procurement and distribution programs. ​

- Draft documents, briefings, and other products which provide answers to requests for information, program data, and measures of effectiveness.​

Qualifications:

Required:

- A minimum of three (3) years of DoD or commercial experience in accounting, finance, programming, or similar position working in a high stress environment and meeting strict deadlines.

- Experience working with the ODHACA system of accounting and funds management/authorities.

- Experience using a corporate purchase card while managing purchases across an overall budget.

- Experience in designing and building reports and complex spreadsheets per management and client needs

- Advanced Excel skills and the ability to learn new software quickly

- Must be self-motivated and able to work independently to meet deadlines and function equally well as a team.

- Secret Clearance is required to start.

Desired:

- A bachelor’s degree with a concentration in accounting or finance is desired. Relevant experience is more important than a degree.
- Spanish language capability

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$68,400-$143,700
