As a Mid-Level Environmental Specialist, you will support the transition of environmental records, facility documentation, and compliance programs from Navy systems into Air Force authoritative repositories. Your work will help ensure environmental information is accurate, organized, and available to support compliance, Activity Management Plans (AMPs), project development, and installation decision-making.

You will manage environmental compliance and conservation activities, coordinate with regulators and mission partners, support hazardous material requirements, conduct inspections and field assessments, and provide environmental input for facility and infrastructure projects.

As a Mid-Level Environmental Specialist, you will:

- Manage day-to-day environmental compliance, conservation, stewardship, and sustainability activities in accordance with applicable federal, state, Department of Defense, and Air Force requirements.
- Identify environmental compliance risks, required actions, mitigation measures, and abatement needs.
- Prepare technical environmental program documentation and support compliance reviews.
- Provide environmental planning input for facility, utility, and infrastructure projects to help integrate environmental requirements early in project development.
- Lead the transfer, validation, organization, and upload of environmental documentation from Navy systems into Air Force repositories, including NexGen IT and SharePoint.
- Ensure transferred records comply with Air Force records management standards and support environmental program audits, quality reviews, and installation decision-making.
- Coordinate with regulators, host and tenant organizations, mission partners, and community groups.
- Develop and review environmental permits, regulatory submittals, compliance actions, and response packages for notices of violation.
- Conduct internal environmental inspections and maintain inspection criteria, schedules, and checklists.
- Perform fieldwork involving water, soil, asbestos, lead-based paint, wildlife, and environmental hazard assessments.
- Document inspection and assessment findings and track corrective actions through closure.
- Complete or validate hazardous material survey reports and develop environmental condition assessments for abatement or remediation projects.
- Conduct weekly environmental data collection and analysis.
- Prepare technical reports, briefings, and visual media products for program stakeholders.
- Support environmental documentation required for Advisory and Assistance Services (A&AS) deliverables, including Activity Management Plan inputs, DD Form 1391 environmental components, and project development packages.
- Other duties may be assigned.

To be successful in this role, you’ll have:

- A bachelor’s degree from an accredited United States institution in environmental science, environmental engineering, biology, chemistry, or a related natural science field.
- At least three years of experience supporting military facilities or infrastructure.
- At least five years of environmental program management experience.
- The ability to obtain and maintain a Tier 1 background investigation and Common Access Card (CAC) for access to Air Force systems.
- The ability to comply with applicable Air Force environmental, safety, operations security, cybersecurity, Non-classified Internet Protocol Router Network (NIPRNet) user, and records management requirements.
- The ability to conduct environmental inspections, assessments, sampling, and other required fieldwork.
- Strong technical writing, data analysis, documentation, and stakeholder coordination skills.

Preferred Qualifications

- A current U.S. Department of Defense Secret security clearance.
- Experience developing environmental project plans, specifications, cost estimates, and mitigation strategies.
- Experience conducting hazardous material surveys, supporting abatement oversight, and performing environmental data quality reviews.
- Familiarity with GeoBase, Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), or military installation mapping requirements.
- Experience performing Geographic Information System (GIS) data validation, topology checks, attribute reviews, or metadata maintenance.
- Experience with ACES, NexGen IT, TRIRIGA, BUILDER, PAVER, SharePoint, or similar systems.
- Experience with data migration, public works, installation planning, or civil engineering datasets.
- Experience preparing environmental inputs for Activity Management Plans, DD Form 1391 documentation, or military facility project development packages.

Location and Schedule

This proposed position is expected to be performed on-site at Joint Base Pearl Harbor-Hickam, Hawaii. Current Hawaii residency is preferred. The anticipated schedule is Monday through Friday during normal business hours.
