Cost Control Manager

The Cost Control Manager is responsible for planning, leading, and overseeing budget control activities on a major construction project. As the key financial performance leader, the role ensures the reliability of project management data, produces financial and economic analyses, and ensures compliance with project management methodologies established by the organization.
What You Will Do

Cost Control Team Leadership & Management
• Plan, organize, and coordinate the cost control team assigned to the project, including recruitment activities when required.
• Lead, mentor, and develop team members, including interns, analysts, technicians, senior cost controllers, and other staff.
• Actively participate in workforce planning and competency development, and deliver training on project controls tools and management methodologies.
Methodology & Processes
• Develop, implement, and continuously improve project-specific management processes and procedures.
• Ensure proper application of these processes by project teams and identify opportunities for optimization.
• Serve as the custodian of Major Project Management methodologies and support their ongoing evolution.
Budget Monitoring & Reporting
• Lead the budget management cycle, including:
o Initial budget development
o Annual budget reforecasting and rebaselining
o Commitment tracking
o Forecast updates and Estimate at Completion (EAC) reviews
• Develop strategic, management, and operational dashboards, including:
o Budget and cost reporting
o Labour tracking
o Concrete production monitoring
o Equipment utilization and other operational metrics
• Prepare and distribute regular reports tailored to project leadership, corporate management, and project partners.
Financial Performance Analysis & Cost Recognition
• Consolidate and validate project financial results through analysis of:
o Physical progress
o Authorized spending limits
o Commitments
o Accrued costs
o Cost variances to date and at completion
o Remaining work
o Remaining spending requirements
• Calculate and analyze key financial and operational performance indicators, including productivity, unit costs, and efficiency ratios.
• Ensure proper accrual accounting processes are completed at each financial reporting period and accounting cutoff.
Contract Administration & Compliance
• Monitor the project's most significant subcontract agreements and ensure compliance with governance requirements.
• Ensure contractual penalties, obligations, and corporate procurement framework agreements are appropriately applied and monitored.
Audit & Continuous Improvement
• Participate in internal and external audits relating to project controls and cost management.
• Support implementation of audit recommendations and monitor corrective actions over time.

• Strong expertise in:
o Cost control
o Budget management
o Financial analysis
o Performance monitoring
• Experience with ERP systems; SAP experience is considered an asset.
• Ability to use and interpret Power BI reports developed by support teams and identify opportunities for improvements, new dashboards, and enhanced project visibility.
• Advanced Microsoft Excel skills.
• Strong understanding of and adaptability to consortium environments involving multiple project partners.
• Proficiency in project controls and project management methodologies, including:
o Earned Value Management (EVM)
o Forecasting and planning techniques
o Estimate at Completion (EAC) processes
