Job Title: Government Property Manager Job Description
We are seeking a detail-oriented and experienced Government Property Manager to oversee and manage government property in compliance with Federal Acquisition Regulation (FAR). This role involves ensuring the company's obligations regarding government property are met, maintaining compliance, and acting as the representative to government agencies during audits and property analysis.
Responsibilities
- Verify the terms of contract provisions that specify the companys obligations to acquire, control, use, inventory, care for, report, and disposition of government property.
- Ensure compliance with Federal Acquisition Regulation (FAR) and maintain adequate surveillance of subcontractor government property as per contract flow-down clauses.
- Provide professional written or verbal communication with customers, Contracting Officers, internal managers, and representatives.
- Act as the organizational representative to government agencies during annual property analysis and audits.
- Verify the proper tracking and recording of movement of all types of Government property within the facility, between facilities, and ensuring protection during movement.
- Work closely with Property Custodians to ensure overall accountability of assets.
- Mentor property custodians in proper processes and procedures relating to Government Property, including providing training/presentations on government requirements.
- Provide oversight to verify that physical inventories are completed and properly reported within the standards set by the FAR/DFARS/Contracts, and report any property loss.
- Maintain and verify the maintenance of logs and status records for lost, damaged, or destroyed items.
- Investigate, report, and recommend preventive/corrective measures for lost or damaged property to reduce liability.
- Use applicable databases to monitor and verify the integrity and accuracy of database records and ensure alignment with compliance standards.
- Develop and review organizational government property policies, processes, procedures, and tools to ensure compliance with government and contractual requirements.
- Plan, schedule, and conduct assessments, audits, and spot checks to ensure the tracking of property movement and completeness of documentation packages.
- Verify the completion of all required property-related activities at the completion or termination of contracts, including disposition of property.
Essential Skills
- Bachelors degree in Business Administration or related field.
- Fifteen (15)+ years of government property administration experience in warehousing and material flow within or between departments and government agencies.
- Knowledge of FAR/DFARs and applicable property regulations.
- Proficiency in Federal Databases, DRMO/Plant Clearance processes, and relevant forms.
- Proficient in MS Office, Excel, and inventory tracking databases.
- Excellent communication and customer service skills.
- Strong organizational, record-keeping skills, attention to detail, and ability to work independently as well as part of a team.
Additional Skills & Qualifications
- Membership in National Property Management Association (NPMA).
- Certified Professional Property Manager certification is preferred.
- Experience participating in government property audits within a company or as a consultant.
- Characteristics of being flexible, proactive, and responsive.
- Clearance is preferred, but the ability to obtain one is acceptable.
Work Environment
The position is fully onsite in Norfolk, VA, with working hours from 8 am to 5 pm. The team consists of 3 to 4 other members, and the role involves collaboration with other employees handling government property. Pay and Benefits
The pay range for this position is $130000.00 - $140000.00/yr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
