You will be responsible for overseeing the performance and profitability of a portfolio of properties within a designated region. This role includes developing and executing property management strategies that drive tenant satisfaction and maximize financial returns for property owners. This role may also ensure a seamless onboarding experience for new customers or partners. The Regional Housing Manager leads property management teams, collaborates with key stakeholders, and stays informed on regional real estate market trends to ensure optimal property performance.

Essential Duties and Responsibilities

- Manages operations across multiple properties within the assigned region, ensuring compliance with company standards, policies, and procedures to drive efficiency and performance.
- Regularly visits properties within the assigned region to assess operations, ensure compliance with company standards and regulatory requirements, support on-site teams, and identify opportunities for improvements in efficiency, maintenance, and resident satisfaction.
- Recruits, hires, motivates, and trains the team of property management personnel, including on-site Property or Community Manager for each property within VOA Texas Property Management.
- Serves as a liaison between property or community managers and corporate offices, collaborating closely with the Asset Management Director to implement long-term projects aimed at enhancing the property's value.
- Trains assigned personnel following the prescribed "Training Outline" which accompanies each on-site Property Manager or Community Manager Job Description.
- Clearly articulates expectations to team and holds team members accountable for successful job performance, as measured by adherence to property budgets, compliance with regulatory restrictions, development of new business opportunities, retention of highly qualified personnel, maintenance of physical assets to owner/regulator standards, and creation/maintenance of exceptional social service programs in support of the VOA Texas Property Management mission and Business Plan.
- Manages properties successfully by having expert, site-specific knowledge of each assigned property, including but not limited to:
- Economics and demographics for each metropolitan market and specific sub-market
- Rents at subject properties and competing properties (updated monthly)
- Individual property's competitive strengths and weaknesses vs. competitors
- Property budgets (monthly compliance and understanding of variances)
- Property physical asset issues and long-term repair/replacement plan
- Contract administration for physical asset repairs
- Deal covenants relating to income restrictions/regulatory issues/owner expectations
- Each property's income statement, balance sheet, and reports including cash flow
- Property management computer-related hardware and software systems
- Owner's and regulator's physical asset maintenance expectations
- Sponsor's expectations for social service programs
- Through utilization of the owner corporation's customer survey process, solicits clients, owners, regulators, and residents to determine their needs and level of satisfaction with Regional Housing Manager service, as well as their satisfaction with the on-site team and VOA Texas Property Management.
- Maintains each property's physical asset in accordance with all housing codes and within the confines of each property's budget. Responsible for cost center management; the expectation is for properties to operate within budget, and the manager must prepare revised operational plans, if necessary, to address significant changes to client count, revenue, and/or expense.
- Responsible for implementation of a resident and employee safety program, including development and execution of emergency plans/training; materials and courses will be provided by Training personnel assigned to VOA Texas Property Management.
- Assures employee and property compliance with VOA Texas Property Management policies and procedures, along with all applicable laws and regulations.
- Fully utilizes all available resources to make teams and properties successful, including Monthly Operations Reviews, Accounting staff support, MIS staff support, the Human Resources Department, VOA and VOA Affiliates, senior management of VOA National Services, and colleagues.
- Assures the timely and accurate completion of all administrative responsibilities both within VOA Texas and with outside agencies/owners.
- Contributes to the successful growth of housing and VOA Texas Property Management by supporting the objectives set forth in the company's current-year Business Plan and any goals established as part of the Regional Housing Manager's performance review.
- May coordinate onboarding processes for new clients, ensuring smooth implementation of products/services; serves as the primary point of contact during onboarding and monitors progress to resolve issues promptly.
- Assists with broad-reaching team building, work sharing, and additional duties assigned by senior management.
- Identifies and mentors employees of exceptional performance for continued growth in responsibility within VOA Texas Property Management.
- Ensures property managers build strong, positive relationships with tenants by responding to inquiries, concerns, and requests in a timely and professional manner.
- Drives initiatives aimed at improving tenant satisfaction and minimizing turnover.

Financial Management

- Responsible for cost center management for the assigned region, including budget preparation and monthly forecasts; the expectation is for the program to operate within budget, with revised operational plans prepared as needed to address significant changes to client count, revenue, and/or expense.
- Adheres to budget guidelines, including expenditures, billing for services, P-Card documentation, etc.

Staff Management

- Supervises, supports, motivates, and empowers team members to manage their respective program responsibilities.
- Ensures all departmental human resources responsibilities are met, including hiring, firing, staff training, career development, succession planning, equal employment opportunity, health and safety issues, evaluations, and performance management for all staff in each assigned area or program.
- Promotes an organizational culture that fosters passion for the mission, cooperation, open and frequent communication, teamwork, and a common organizational vision.
- Builds cross-functionality among service team members and other departments.

Supervisory Responsibilities

Manages a portfolio of Property Managers and/or Community Directors who may supervise support employees and/or employees at the property site. Responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Education and/or Experience

Bachelor's degree plus five years in a directly related field OR seven years directly related, transferable experience OR a combination of education and experience.

Experience must include:

- Five years of supervision and five years of multi-site operations experience
- Strong knowledge of property management, including related financial statements, computer systems/software, regulatory programs, marketing and leasing programs, physical asset knowledge, and HUD, Bond, Tax Credit, and Conventional financed occupancy-related programs

Certificates, Licenses, Registrations

Valid Texas driver's license and ability to be insured.

Physical Demands

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk and sit. The employee is occasionally required to stand; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Work Environment

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, some risk of contact with blood borne pathogens, and outside weather conditions. Other Requirements

- Time commitment: 40+ hours per week; must be willing to work some evenings and weekends (flexible scheduling to meet the needs of the organization/clients)
- If driving for VOA Texas Property Management business: MVR background check (good driving record) and valid Texas driver's license required
- Must use a personal (non-agency) vehicle for transportation
- 80% travel
