About this role

On behalf of DWP, we are looking for a X2 Business Analysts - HR Transformation for a 6 month contract . This is a hybrid working role (three days per week office based - Birmingham/Manchester/Sheffield).

The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. Job Purpose:

To lead the analysis and documentation of current HR organisational structures, job roles, HR end to end processes, to support the design of a new HR Target Operating Model. The role will provide business and data analysis to ascertain a comprehensive understanding of the current ("As-Is") and ‘To be’ operating model (roles, structure, processes, people, systems, data and reporting), identifying opportunities to simplify, standardise, digitise, and improve HR processes both within Oracle and through associated off-system activities.

The post holder will engage with HR teams, HR leaders , process owners, Centre of Expertise , Digital teams, and operational stakeholders working across HR business areas to deliver project activities.

As a Business Analyst - HR Transformation , your main responsibilities will be to:

- Conduct detailed mapping and analysis of current organisational structures.
- Document reporting lines, spans of control , management layers, and organisational hierarchies .
- Identify structural inconsistencies, duplication, and opportunities for optimisation.
- Produce organisational design documentation and visual organisation maps.
- Undertake detailed analysis of HR activities performed across DWP business areas, HRBP teams, Centres of Expertise , and operational functions. Identify, document, and categorise all HR activities currently undertaken across the employee lifecycle.
- Assess which activities are undertaken within Oracle HCM and off system.
- Analyse the frequency, volume, complexity, and ownership of HR activities. Map activity ownership to identify process ownership gaps.
- Identify duplication, variations in practice, non-standard approaches, and opportunities for standardisation. Support identification of opportunities for improvement.
- Evaluate effort, resource consumption, and value-add associated with current HR activities.
- Assess compliance, governance, and control implications arising from off-system processes.
- Establish a comprehensive baseline of HR service provision.

Essential:

- Proven experience as an HR Business Analyst, ideally within a large, complex organisation or HR transformation programme.
- Strong experience analysing and documenting HR organisational structures, including reporting lines, management layers, spans of control , hierarchies and role ownership .
- Extensive business process analysis experience, including As-Is and To-Be process mapping, process documentation, SIPOC and end-to-end employee lifecycle processes.
- Experience analysing HR activities and operating models, identifying duplication, inconsistencies, process gaps, inefficiencies and opportunities for standardisation, simplification and automation.
- Strong experience facilitating workshops, interviews and discovery sessions with HR teams, senior stakeholders, process owners, Digital/Technology teams and operational users.
- Experience analysing HR systems and off-system processes, including identifying manual workarounds involving spreadsheets, emails, shared drives and local databases.
- Strong data analysis skills, with the ability to analyse organisational, process and HR activity data to identify trends, bottlenecks, resource requirements and inefficiencies.
- Experience supporting HR Target Operating Model (TOM) design, including future-state organisational structures, processes, services and operating procedures.
