General Description and Classification Standards:

The Office of Fleet Services Management Analyst II (GE12) will serve as a Subject Matter Expert, Team Lead, and Managerial Advisor in all aspects of fleet operations for the organization. Given the department’s engagement with large datasets, this role is crucial for deriving meaningful insights from performance metrics (KPIs) and the strategic interpretation of operational data. The Analyst must be able to transform data into actionable information that supports critical decision-making and strategic planning within the organization. This position demands a blend of technical, statistical, and problem-solving skills and requires collaboration with other professionals to drive key business initiatives. Additionally, the role will function as a project leader and team lead (supervisory) as necessary, supporting senior management and key departmental initiatives.

Supervision Received:

This position receives guidance on the overall mission, short and long-term objectives, scheduling, and unusual priorities. The Analyst is expected to structure their workday to accomplish established goals independently. The role can function as an individual contributor, team lead, project lead, or supervisor, depending on the organization’s needs.

Requirements (Knowledge, Skills & Abilities):

- Knowledge of programming languages like SQL, Oracle, R, MATLAB, and Python.

- Technical proficiency in database design development, data models, data mining techniques, and segmentation.

- Experience with data reporting packages and statistical tools. Proficiency in using data processing platforms.

- Knowledge of data visualization software such as PowerBI, Tableau, and Qlik. Ability to create and apply accurate algorithms to datasets for solutions.

- Experience working with telematics systems and developing dashboards for fleet management.

Minimum Qualifications – Education and Experience:

- Bachelor’s degree in a relevant field. (Can substitute degree for 6 years of experience.)

- Minimum of 4 years of relevant experience

- Advanced skills in Microsoft Office Suite (O365).

Nice to Have – Noted as a Plus:

- Advanced degree (MA, MS, MBA, MPA, etc.).

- Extensive knowledge of Microsoft Office Suite (O365).

- Expertise in programming languages, statistical packages, and business objects.

Licensures and Certifications Preferred but Not Required:

- Six Sigma Yellow, Green, or Black Belt (LSSGB).

- Project Management Professional (PMP).

Essential Capabilities and Work Environment:

This position is considered essential and may occasionally require the incumbent to work outside of normal operating hours, including evenings, weekends, and holidays, as well as during inclement weather or times when the city would otherwise be closed.
