Position Overview
INTECON, an Aspetto company, is hiring a Program Manager to lead on-site support to the Army National Guard (ARNG) G8, the Chief Financial Officer directorate of the Army National Guard, at Arlington Hall Station in Arlington, Virginia. The program supports the ARNG Risk Management and Internal Control (RMIC) Program, which establishes and sustains the internal control framework the ARNG uses to assess risk, test controls, remediate deficiencies, and support the annual Statement of Assurance under OMB Circular A-123, the Federal Managers' Financial Integrity Act (FMFIA), and the GAO Green Book.
The Program Manager serves as the on-site lead for the contractor staff and as the single point of authority for all contract matters relating to daily operations, working through the Contracting Officer's Representative (COR) to resolve issues, receive technical instruction, and ensure adequate performance of services. This role builds the RMIC Program framework and governance structure, maps roles and responsibilities across ARNG stakeholders, and delivers recurring briefings to senior Army National Guard leadership. It suits a candidate who has run federal financial management or internal control programs, is comfortable in front of general officer and senior executive audiences, and can hold a technical team to fixed statutory reporting dates.
Roles and Responsibilities
- Serve as the on-site lead for contractor staff and as the contractor's single point of authority for all contract matters relating to daily operation, providing support to the Government using expertise in OMB Circular A-123, the GAO Green Book, and FMFIA.
- Develop and implement a comprehensive RMIC Program framework, including a governance structure aligned with applicable federal, Department of War, and Army standards.
- Define and map roles and responsibilities for all RMIC stakeholders and establish operational procedures for meetings and decisions.
- Deliver recurring senior leadership briefings on RMIC program status, risk posture, and remediation progress.
- Provide technical and analytical expertise to contractor personnel and program activities in support of Government strategic planning and mission execution.
- Prepare and submit the Monthly Status Report to the COR on the 15th of each month, summarizing progress, risks, and issues, and follow up verbal reports with written reports when directed.
- Develop the recommended annual project management plan with key milestone dates and the schedule of planned quarterly and annual training sessions for Government approval, inclusive of all statutory and regulatory requirements, and submit it at contract start and at the start of each option year.
- Work through the COR to resolve issues and receive technical instruction, and ensure contractor employees do not perform services outside the scope of the contract without an official modification issued by the Contracting Officer.
- Report all contractor and subcontractor labor hours annually via Service Contract Reporting by October 31 for services performed during the preceding Government fiscal year.
- Attend post award conferences and periodic progress meetings convened by the Contracting Officer or COR to review contractor performance.
Required Qualifications
- Active SECRET security clearance.
- Twelve or more years of federal program management experience, including DoD financial management or internal control program leadership.
- Working knowledge of OMB Circular A-123, the Federal Managers' Financial Integrity Act (FMFIA), and the GAO Green Book.
- Demonstrated ability to evaluate and document internal controls within federal environments.
- Experience delivering briefings and status reporting to senior Government leadership.
- Ability to perform on site at Arlington Hall Station, Arlington, Virginia, during the hours of 0800 to 1700 EST, Monday through Friday.
Required Education
Bachelor's degree in business, finance, accounting, public administration, or a related field.
Preferred Qualifications
- Project Management Professional (PMP) certification.
- Certified Defense Financial Manager (CDFM) certification.
