GENERAL SUMMARY OF THE POSITION
Under the supervision of the Executive Director and Director of Human Resources, the HR Manager oversees HR staff and daily operations for Saginaw Intermediate School District and assigned local school districts in accordance with service agreements. This role manages services throughout the employee lifecycle, HR systems and data integrity, implementation of collective bargaining agreements and board policies, and oversight of leave, workers’ compensation, and unemployment administration. The HR Manager develops and analyzes workforce metrics, prepares reports and recommendations to inform leadership decisions, and oversees annual process reviews to improve efficiency, accuracy, compliance, and the employee experience.
ESSENTIAL RESPONSIBILITIES:
● Provide support for HR Generalist positions, including system configuration, annual rollover coordination, and compliance with board policies and collective bargaining agreements.
● Responsible for the accurate execution and implementation of collective bargaining agreement terms, board policy updates, and contractual wage/benefit adjustments across SISD and assigned LEA districts.
● Manages key HR initiatives and cross-functional special projects, aligning human resources strategies with overall SISD organizational goals.
● Collaborates with HR, Finance, SISD departments, and LEA leadership to ensure seamless service delivery.
● Manage the HR team's service delivery across the entire employee lifecycle, from talent acquisition through offboarding.
● Provides timely, accurate, and professional HR Services to local school districts in accordance with service agreements.
● Provides oversight of leave administration, including FMLA and ESTA, in accordance with collective bargaining agreements, board policies, and applicable laws.
● Oversee workers' compensation administration for SISD and assigned LEA districts, ensuring regulatory compliance, effective third-party administrator (TPA) oversight, complex return-to-work cases, and escalated claims.
● Support the Benefits and Leaves Specialist in the unemployment claims process by providing guidance on contested claims, appeals, and state hearings.
● Manage HR systems, including Skyward, BambooHR, Frontline, overseeing configuration, troubleshooting, annual rollovers, workflow automation, and data integrity.
● Oversee bi-annual Registry of Education Personnel (REP) State reporting for SISD and assigned local school districts per contractual agreements, ensuring strict compliance with state reporting guidelines, data accuracy, and timely submission.
● Develop and monitor HR metrics, analyze recruitment and workforce trends, and prepare reports, dashboards, and required surveys; translate findings into actionable recommendations for HR leadership to support talent acquisition, workforce planning, and process improvement.
● Support the Benefits Coordinator and the Benefits and Leaves Specialist during peak times such as rate renewals, open enrollment, etc.
● Collaborate with Finance to support financial audits.
● Validate biweekly payroll data, coordinate resolution of discrepancies with Payroll, and communicate significant issues and recommendations to HR leadership.
● Participates in the SISD HR Roundtable Group
● Perform other duties as assigned by the Executive Director/Director of Human Resources.

QUALIFICATIONS
● Bachelor’s degree from an accredited university in Human Resources, Business Administration, or related field required.
● Three (3) years of human resources experience required. School human resources experience preferred.
● MSBO Human Resources Specialist certification or ability to obtain within three (3) years.
● Experience in employee benefits and leave administration, workers’ compensation, and unemployment claims preferred.
● Proficiency in Microsoft Office Suite and Google platforms. Must be able to learn and become proficient in the use of the district’s finance/payroll and HR software program, benefits platform, and applicant tracking system. Experience with Skyward or other HRIS software is desired.
● Ability to interpret and implement collective bargaining agreements, board policies, and employment requirements.
● Demonstrated ability to develop HR metrics, analyze workforce data, and prepare data reports from various HR systems.
● Strong problem-solving skills
● Ability to work with mathematical concepts to produce surveys, reports, and statistical analysis as required.
● Communication skills, both written and verbal, must be highly developed to be able to effectively present information and respond to questions from a diverse population of both internal and external customers.
● Ability to develop and write reports, business correspondence, procedure guidelines, and all other types of related written information and materials associated with a Human Resources department.
● Ability to multitask and manage timelines through evidenced project management skills.
