BAE Systems, within the Small Form Factor Solutions (SFFS) Product Line, is looking for a motivated, experienced Contracts Professional to join our Electronic Combat Solutions (ECS) Contracts Organization, and lead the SFFS Advanced Programs Product Area. As the Contracts Capture and New Business Contracts Manager, the work you’ll do at BAE Systems’ will be impactful to the mission of the numerous Defense Agencies. You will play a crucial role in capturing opportunities where BAE Systems’ can partner with Defense Agencies and Commercial Prime Contractors to deliver game-changing capabilities, while also growing our business.
The successful candidate would gain experience with complex development and non-recurring engineering (NRE) commercial (FAR Part 12) and non-commercial contracts (FAR Part 15) including their positioning and transition to long term production contracts, multiple Engineering/Requirements Change Proposals (RCPs/ECPs), and other strategic pursuits (RFIs, Teaming Agreements). Current and potential programs within the Advanced Program Product Area are fast paced and operate in a dynamic environment which requires a proven and experienced individual contributor to proactively shape customer relationships, win-strategies, complex and creative contractual arrangements that offer a favorable solution while mitigating risk as well as managing contractual scope, customer communication and expectations during execution. The successful candidate will lead all contracting activities with minimal supervision.

BASIC FUNCTIONS OF THE JOB:
To lead the coordination and management of moderately complex proposals, contracts and purchase orders under minimal supervision from the SFFS Contract’s Director. The individual is expected to continue to build the basic knowledge, skills and experience required for effective contract management, including negotiations and regular communication with customers and management and develop and maintain professional and dependable relationships with both internal and external customers.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Lead and demonstrate a working understanding of the U.S. government acquisition and procurement environment, the BAE Systems’ Contracts function and relevant Company policies and procedures, commercial contracting methods, export, FAR/DFAR, and other government regulations. Acquire a general understanding of the different pricing environments relevant in government contracting.
- Leads assigned proposal activities including but not limited to analyzing of the solicitation, preparing summaries based on the analysis, with attention to the financial and business risk of the proposed effort, participating in all proposal team meetings, preparing the terms, conditions and assumptions upon which the proposal may be submitted, reviewing the technical and pricing proposals for accuracy and consistency, and preparing proposal documents and submittal to the customer. Responsibilities also include coordinating with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.
- Leads moderately complex and supports complex negotiations. Use appropriate tools and techniques to negotiate with and influence internal and external stakeholders to achieve the optimum business outcome.
- Research, red-line and make recommendations on contract language and seek guidance on complex terms and conditions from SFFS Contracts Director. May negotiate routine or moderately complex contracts under the general guidance of the SFFS Contract’s Director.
- Actively participate and contribute to the implementation of new business methods, processes and contracting concepts to optimize the company and customer position.
- Perform all aspects of assigned contract processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.
- Under the supervision of the SFFS Contract’s Director, support the preparation of various agreements encountered in the business, such as non-disclosure agreements (NDA’s), teaming agreements, memorandum of understanding/agreements, strategic alliances and others as the opportunity presents.
- Participate in final stages of assigned contracts by (1) verifying completion of all commitments, and (2) performing assigned activities associated with contract closeout.
- Maintain logs of proposals and other data as required and assists in data collection for monthly and quarterly reporting to management.
- Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures. Serve as the official repository for all contractual documentation and correspondence relative to assigned contracts.
- Act as the primary point of contact between the company and the customer for all contractual matters on assigned contracts and projects including auxiliary agreements such as proprietary information agreements. Draft, prepare, and execute certain internal and external correspondence on contractual matters with autonomy.

Required Education, Experience, & Skills
- Bachelor's degree
- Active SECRET Security clearance
- 8+ years relevant work experience or equivalent experience
- Proficiency in MS Office software with an emphasis on Excel
- FAR/DFAR knowledge and experience, including FAR Part 12
- Exercise discretion and independent judgment in the performance of duties set forth above
- Communicate effectively both orally and in writing
- Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel and customers
- Utilize computer skills to prepare appropriate reports and documents
- Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable federal laws and regulations
- Demonstrate research and presentation skills
- In-depth knowledge of federal procurement regulations, export compliance, with an emphasis of Department of Defense. Broad knowledge of economics, accounting, finance, procurement, cost/schedule control systems, business law, and the ITAR
- Proven ability to negotiate and persuade, to communicate orally and in writing at all levels
- Ability to plan and organize work, and potential to develop and lead professional and support personnel
Preferred Education, Experience, & Skills Bachelor's degree in Business or related field.
Experience with government contracting, commercial contracting, intellectual property and international business
Pay Information
Full-Time Salary Range: $118747 - $201870

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
