Job Title: Commissioning Project Manager Job Description The Commissioning Project Manager oversees complex commissioning projects for a major financial-sector facility in downtown Dallas, providing reliable, timely, and efficient support to a Commissioning and Building Analytics team. This role focuses on leading and overseeing commissioning providers and MEP-related activities rather than executing all commissioning tasks personally, while still requiring substantial hands-on commissioning agent experience. The position is contract-to-hire, dedicated to a single long-term project lasting approximately 1.5 to 2 years, and is ideal for an experienced commissioning agent seeking to move into a leadership-focused project management role. Responsibilities
- Lead and oversee commissioning projects for a large, complex facility, focusing on mechanical, electrical, and plumbing (MEP) systems and commissioning activities throughout all project phases.
- Demonstrate fluency in commissioning processes and deliverables aligned with ASHRAE, CSA, and LEED commissioning guidelines for MEP equipment and systems inspections, testing, and associated commissioning activities.
- Monitor, review, and oversee all facets of commissioning-related projects, providing exceptional technical expertise and field support during design, pre-construction, construction, and post-construction phases.
- Collaborate with internal team members, external consultants, and contractors to lead cross-functional teams and ensure alignment on project goals and commissioning requirements.
- Develop and review robust Commissioning Plans and Commissioning Specifications that clearly define scope, procedures, responsibilities, and performance criteria.
- Manage and oversee commissioning activity schedules, including sequence-of-work, milestones, and dependencies to keep the project on track.
- Lead comprehensive field-based commissioning activities, including regular site visits, oversight of start-up and test forms, and management of the execution of Functional Test scripts and Integrated Systems Test scripts.
- Perform thorough Commissioning Design Drawing and Specification reviews to verify compliance with project requirements, as well as detailed submittal and shop drawing reviews.
- Chair commissioning meetings to coordinate stakeholders, communicate project status, and resolve technical and logistical issues efficiently.
- Use calibrated testing equipment, such as flow hoods, anemometers, pitot tubes, infrared cameras, power quality meters, and other meters, to conduct and interpret commissioning tests.
- Apply extensive knowledge of mechanical and HVAC&R systems, building management and automation systems, plumbing systems, lighting controls, and normal/emergency power systems to evaluate performance and resolve issues.
- Develop, track, and manage project issues using an Issues Log, ensuring timely resolution and documentation of findings and corrective actions.
- Develop, oversee, and execute seasonal and performance tests to validate system operation under varying conditions.
- Compile project documentation into site- and project-specific Systems Manuals that clearly describe system operation, maintenance requirements, and performance expectations.
- Develop, review, and evaluate training programs for installed equipment and systems to ensure operations staff and stakeholders understand system functionality and best practices.
- Provide comprehensive support and management for all project documentation requirements, maintaining organized records of commissioning activities, test results, and reports.
- Perform and oversee all field activity components proficiently, ensuring safety, quality, and adherence to commissioning standards.
- Conduct daily site walks and participate in weekly meetings with commissioning providers to monitor progress, identify issues, and coordinate actions.
- Facilitate communication among commissioning providers, design engineers, MEP resources, and client stakeholders, ensuring that expectations and requirements are clearly understood.
- Leverage awareness of MEP requirements and knowledge of where to find technical information, working alongside dedicated MEP personnel assigned to the project.
- Utilize commissioning software tools, such as Facility Grid or similar platforms, to manage commissioning data and workflows when applicable.
- Assist the team in managing a heavy workload and support multiple projects and assignments concurrently as needed.
- Apply strong troubleshooting and root-cause analysis skills to diagnose system performance issues and recommend effective solutions.
- Travel to client sites across the USA, and occasionally internationally if needed, to oversee project implementation and provide on-site commissioning support.
Essential Skills
- Minimum of 5 years of direct commissioning experience as a commissioning agent, with hands-on involvement in creating and executing commissioning projects and processes.
- Minimum of 5 years of relevant mechanical or electrical engineering and/or field-testing experience.
- Demonstrated fluency in commissioning processes and deliverables aligned with ASHRAE, CSA, and LEED commissioning guidelines.
- Strong understanding of mechanical, electrical, and plumbing systems, including HVAC&R systems, building management and automation systems, plumbing systems, lighting controls, and normal/emergency power systems.
- Proven experience overseeing commissioning companies and providers, with the ability to manage and coordinate their activities effectively.
- Extensive experience using mechanical testing meters and equipment, such as portable data loggers, airflow meters, and interpreting TAB reports, to analyze and report on test results.
- Proficiency in using calibrated testing equipment including flow hoods, anemometers, pitot tubes, infrared cameras, power quality meters, and various other meters.
- Strong project management skills, including the ability to develop and manage commissioning schedules, sequence-of-work, and multiple concurrent project timelines.
- Excellent written and verbal communication skills, with the ability to facilitate meetings and coordinate among diverse stakeholders.
- Strong data management skills, including organizing, tracking, and reporting on commissioning data and documentation.
- Proficiency in MS Office products for documentation, reporting, and communication.
- Demonstrated ability to coordinate and organize multiple project schedules concurrently while maintaining attention to detail.
- Experience conducting design drawing and specification reviews, as well as submittal and shop drawing reviews for commissioning-related scope.
- Strong troubleshooting and root-cause analysis abilities for resolving complex system and performance issues.
- Willingness and ability to travel up to 50% within the USA to client sites to oversee project implementation and provide support.
Additional Skills & Qualifications
- Recognized university technical degree or equivalent, with an engineering degree preferred.
- Professional Engineer (PE) or Project Management Professional (PMP) designation considered an asset.
- Any combination of commissioning and energy-related certifications, such as Certified Energy Manager (CEM), Certified Building Commissioning Professional (CBCP), Certified Commissioning Process Management Professional (CPMP), Building Commissioning Professional (BCxP), or Certified Commissioning Authority (CxA), considered an asset.
- LEED AP certification preferred, demonstrating a solid understanding of sustainability and green building concepts.
- Proficiency in using electrical testing meters and equipment, such as power quality meters, thermography tools, NETA tests, ground tests, hi-pot, and megger equipment, considered an asset.
- Experience with commissioning software platforms, such as Facility Grid or similar tools, is a plus.
- Experience working as a commissioning agent who is ready to transition into a leadership-focused project management role.
- Ability and willingness to travel internationally when needed to support global projects.
- Strong facilitation skills, with the ability to lead commissioning meetings and training sessions for operations and maintenance personnel.
- Comfort working in a financial-sector environment with heightened attention to reliability, risk management, and operational continuity.
Work Environment This role is based on a major project in downtown Dallas, dedicated to a single facility for approximately 1.5 to 2 years. Typical project hours align with standard daytime shifts, generally around 7:00 a.m. to 4:00 p.m. or 8:00 a.m. to 5:00 p.m., with free onsite parking available. The work environment combines office-based tasks, such as documentation, data analysis, and virtual meetings, with regular field-based activities, including daily site walks, inspections, and hands-on testing using specialized commissioning equipment. The position involves collaboration with design engineers, commissioning providers, MEP specialists, and client representatives, and includes multiple rounds of virtual and onsite interviews as part of the selection process. Commissioning software tools, such as Facility Grid or similar platforms, may be used to manage data and workflows, alongside standard productivity tools like MS Office. The role requires periodic travel within the USA, and occasionally internationally, to support project implementation and oversight at other client sites, providing a dynamic environment that blends technical field work with strategic project leadership.

Pay and Benefits
The pay range for this position is $65.00 - $69.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
