The Talent Acquisition Program Manager keeps every new site opening on track and every partner aligned, turning ambitious growth plans into a coordinated, well-run recruitment effort. This role builds and manages the project timelines that carry a new site from announcement to a fully staffed opening day, working closely with Recruitment Managers to prioritize and sequence recruitment across competing markets and deadlines. It’s a role built on clarity and follow-through: managing the vendors, billing and college and university partnerships that fuel Towne’s talent pipeline, and making sure every moving piece comes together on time. From the first project plan to the last vendor invoice, this role turns complex, multi-site growth into a smooth and measurable Towne wow moment.
### Job Details
Compensation: Towne Park is committed to offering competitive, fair, and commensurate compensation. Actual compensation will be based on a candidate’s job-related skills, experience, education or training, and location. The annual base pay range for this position is $90,000 - $120,000.
Additional Compensation: Employees may be eligible to receive annual incentive bonuses depending on their job classification and the policy guidelines.
Benefits: Employees are eligible to enroll in medical, dental, and vision insurance, accident insurance, critical illness insurance, hospital indemnity insurance, and telemedicine benefits. Employees are provided company-paid basic life and AD&D insurance as well as short-term and long-term disability. Employees are also able to enroll in the company’s 401k retirement savings plan.
Paid Time Off: Employees accrue 0.0654 hours of PTO per hour worked up to a maximum of 136 hours per calendar year. Employees receive 6 paid holidays throughout the calendar year and employees accrue up to a maximum of 4 paid floating holidays per calendar year.

Descriptive Statement(s)
- New Site Opening Project Management (30% of time): Build and manage detailed project timelines for new site openings, coordinating recruitment readiness milestones from site announcement through first day of operations.
- Recruitment Prioritization & Manager Coordination (20% of time): Partner with Recruitment Managers to prioritize and sequence new site recruitment needs against team capacity, business timelines and organizational priorities.
- Vendor Relations & Contract Management (15% of time): Manage relationships with staffing agencies, job boards, assessment providers and other Talent Acquisition vendors, negotiating terms and monitoring performance against service levels.
- Vendor Billing & Budget Administration (10% of time): Process and reconcile vendor invoices and billing, track Talent Acquisition program spend against budget, and flag and resolve variances.
- College & University Partnership Management (15% of time): Develop and manage program-level partnerships with colleges and universities, including recruiting agreements, career fair logistics and internship program structure.
- Program Reporting & Process Improvement (7% of time): Track and report project timelines, vendor performance and program metrics to Talent Acquisition leadership, identifying and implementing process improvements.
- Cross-Functional Collaboration (3% of time): Partner with Operations, Finance and HR to align new site recruitment timelines with broader site launch plans.
QUALIFICATIONS
Education:
Bachelor’s degree in Human Resources, Business Administration, Project Management or a related field preferred.
- Equivalent combination of education, training and/or experience will be considered in lieu of a degree.
Required Licensure, Certification, etc.:
No specific licensure or certification is required for this role.
- Project Management Professional (PMP) or similar project/program management certification is a plus, though not required.
Work Experience:
Minimum of 4 years of experience in talent acquisition, project/program management or vendor management, including experience supporting new site openings or rapid multi-site growth, ideally within hospitality, healthcare, commercial real estate or another multi-site service industry.
- Experience managing vendor contracts, billing and budgets, and coordinating cross-functional projects with tight timelines, strongly preferred.
Knowledge & Skills:
Strong project management and organizational skills, with the proven ability to manage vendor relationships, budgets and cross-functional partners across multiple concurrent site openings.
- Skilled at building and managing detailed project plans and timelines across multiple concurrent workstreams, with strong attention to milestones and dependencies.
- Strong negotiation and vendor management skills, with experience managing contracts, billing and performance across multiple partners.
- Comfortable partnering with and influencing Recruitment Managers and senior leaders to prioritize competing recruitment demands.
- Proficiency with project management tools (e.g., Smartsheet, Asana, MS Project) and applicant tracking systems (ATS).
- Strong financial acumen, including budget tracking, invoice reconciliation and vendor spend analysis.
- Excellent organizational and communication skills, with the ability to manage multiple concurrent site openings and partnerships without letting details slip.
SCOPE
Authority to Act:
Performs duties with little direction given, operating from established directions and instructions. Decisions are made within general Town Parke policy constraints but occasionally require independent decision making.
Budget Responsibility:
The employee has authority to develop. Manage and control a department(s) budget.
