About the Role
The Occupational Safety & Health (OSH) Program Manager leads California-specific occupational health and safety compliance activities across Clarvida’s operations. This role supports office locations, clinics, school-based programs, in-home and community-based services, and services delivered in correctional settings.

The OSH Program Manager develops, coordinates, and continuously improves California safety programs and worksite practices. Key areas of responsibility include Cal/OSHA compliance, workplace inspections, employee engagement, Safety Data Sheet administration, injury and illness recordkeeping, incident investigation, corrective action tracking, workplace violence prevention, and regulatory readiness.

This role partners closely with Operations, Human Resources, Facilities, Legal, Compliance, Risk, and organizational leadership to promote safe, consistent, and legally compliant practices across California worksites.

Responsibilities
· Lead the administration and continuous improvement of California-specific safety programs, procedures, and implementation practices
· Maintain required safety documentation, written plans, records, and site-level implementation tools
· Partner with enterprise Safety and Health leaders to align California practices with organizational policies and reporting expectations
· Collaborate with Human Resources, Facilities, Legal, Compliance, Risk, and Operations to resolve safety concerns and complete corrective actions
· Coordinate compliance activities related to the Injury and Illness Prevention Program, workplace violence prevention, hazard communication, and other applicable Cal/OSHA requirements
· Support implementation and maintenance of written safety plans and procedures required under applicable California regulations
· Serve as a primary California point of contact during Cal/OSHA inspections, document requests, and regulatory inquiries
· Coordinate serious injury, illness, and fatality reporting processes when required
· Conduct and coordinate site inspections, safety walkthroughs, and hazard assessments across California locations
· Meet with employees and site leaders to identify workplace hazards, review concerns, and recommend solutions
· Track identified hazards and corrective actions through completion
· Conduct risk assessments and recommend controls for public-facing, school-based, field-based, community-based, and correctional service environments
· Coordinate workplace violence prevention activities, plan reviews, incident follow-up, and site-specific hazard evaluations
· Support personal safety strategies, communication protocols, escalation procedures, and emergency response expectations
· Maintain or support required workplace violence incident logs and related documentation
· Coordinate OSHA and Cal/OSHA injury and illness recordkeeping, including Forms 300, 300A, and 301
· Lead or support incident investigations, root cause analyses, corrective action development, and follow-up
· Analyze incident, claim, inspection, and hazard data to identify trends and prevention opportunities
· Develop reports, dashboards, and summaries for leadership and operational stakeholders
· Administer Safety Data Sheet processes and support hazard communication compliance
· Coordinate or deliver California-specific safety education, training, and communication
· Support training related to workplace violence prevention, emergency response, hazard reporting, personal safety, and site-specific procedures
· Meet or exceed performance standards established by the Executive Director
· Perform administrative functions consistent with California operational needs
· Perform additional duties as assigned

Required Qualifications
· Bachelor’s degree in Occupational Safety and Health, Environmental Health and Safety, Human Resources, Risk Management, Healthcare Management, Business Administration, or a related field
· Additional directly related professional experience may be considered in place of undergraduate education on a year-for-year basis
· Minimum of five years of progressively responsible professional experience in occupational safety, environmental health and safety, risk management, workers’ compensation, healthcare safety, or a related compliance function
· Direct experience supporting California operations and applying California-specific safety requirements
· Strong working knowledge of OSHA and Cal/OSHA requirements
· Knowledge of California workplace violence prevention, hazard communication, injury and illness recordkeeping, and incident investigation requirements
· Experience conducting workplace inspections, hazard assessments, incident investigations, and root cause analyses
· Strong analytical, organizational, project management, and problem-solving skills
· Excellent written, verbal, presentation, and relationship-management skills
· Ability to interpret and apply changing federal, state, and local safety requirements across multiple service environments
· Ability to influence leaders and employees and implement corrective actions without direct supervisory authority
· Ability to exercise discretion and maintain confidentiality when handling sensitive safety incidents, regulatory inquiries, and employee information
· Proficiency with Microsoft Office applications and data-reporting tools

Preferred Qualifications
· Experience supporting multi-site operations in healthcare, behavioral health, social services, education, correctional, field-based, or other regulated service environments
· Experience leading workplace violence prevention programs
· Experience supporting Cal/OSHA inspections and regulatory responses
· Experience analyzing safety, incident, inspection, and workers’ compensation data
· Experience developing safety training, dashboards, and executive-level reports
· Bilingual Spanish preferred

· Certified Safety and Health Official (CSHO)
· Professional Safety and Health Officer (PSHO)
· Cal/OSHA Specialist Certificate
· Incident investigation or root cause analysis certification
· Workplace violence prevention training or certification
· Crisis Prevention Intervention or behavioral de-escalation certification

Driver and Travel Requirements
· Valid California driver’s license in good standing
· Active automobile insurance
· Acceptable Motor Vehicle Report
· Reliable transportation for travel to Clarvida worksites
· Ability to travel throughout Kern, Los Angeles, Orange, and San Diego Counties
· Frequent local travel, up to approximately 60%

Work Location
California, primarily remote from an approved home office with frequent visits to Clarvida offices, programs, and worksites.

This position requires travel to multiple locations across Kern, Los Angeles, Orange, and San Diego Counties. Work environments may include professional offices, clinics, schools, community settings, client-facing locations, and correctional settings.
