Position Description:
The Supervisor, Contracts Monitoring Services provides first-line administrative and operational supervision for the Contracts Monitoring Services team. This position supports the Manager by coordinating monitoring workflows and schedules, reviewing documentation for quality and completeness, processing new provider applications, training staff, and ensuring monitoring activities are completed accurately and timely. The Supervisor provides day-to-day guidance, coaching, and problem-solving support to Contracts Monitoring Specialists and collaborates with Lead Contracts Monitoring Specialists on field-based technical guidance and training. The position escalates significant operational, performance, compliance, and provider concerns to the Manager and supports consistent implementation of departmental policies, procedures, and quality standards.
Primary Responsibilities:
- Provide first-line supervision, coaching, guidance, and day-to-day support to Contracts Monitoring Specialists, including monitoring workloads, deadlines, performance, and adherence to departmental procedures.
- Assist the Manager with staff supervision, one-to-one meetings, coaching, documentation, and resolution of operational or performance concerns.
- Serve as a point of contact for staff and providers and provide operational coverage in the Manager’s absence.
- Review monitoring documentation, reports, and supporting records for accuracy, completeness, consistency, and compliance; identify deficiencies and ensure timely correction.
- Support quality assurance activities by identifying documentation trends, maintaining quality standards, and assisting with the development of quality assurance tools and processes.
- Coordinate and process provider contract applications, including reviewing documentation for completeness, communicating outstanding requirements, maintaining records, and monitoring application timelines.
- Coordinate next steps for new providers, including notifying Lead Monitoring Specialists when providers are ready for field support and submitting required documentation to DFPS.
- Assist with onboarding and training new Contracts Monitoring Specialists on documentation, systems, reporting requirements, departmental procedures, and work processes.
- Identify staff training needs and assist with maintaining training materials, procedures, reference guides, and other resources.
- Maintain departmental tracking tools, logs, records, and reports; identify workflow concerns and recommend process improvements.
- Track and support Youth for Tomorrow requests and Exceptional Care Rate contracts.
- Provide administrative and operational support to the Manager while maintaining confidentiality and exercising sound judgment when handling provider, staff, and organizational information.
Required Qualifications:
- Bachelor’s degree, preferably in Social Services, Business or related fields. Relevant experience in contract management, childcare regulation, or social services may be considered in lieu of education requirement.
- Experience in contract monitoring, provider monitoring, regulatory compliance, or a similar oversight environment.
- One (1) year supervisory experience in a case management, social service or human service setting.
- Experience developing procedures, tracking tools, training materials, or quality assurance processes.
- Experience in a regulatory, compliance, social services, child welfare or contracted-services environment.
Knowledge, Skills, and Abilities:
- Strong understanding of child welfare services and SSCC requirements.
- Knowledge of administrative and operational processes related to contract monitoring and provider oversight.
- Ability to interpret policies, procedures, contractual requirements, and supporting documentation.
- Strong attention to detail and quality.
- Ability to identify discrepancies, incomplete documentation, and potential compliance concerns.
- Ability to organize and prioritize work for self and others.
