UNDP Indonesia is driving a strategic portfolio to transform commodity systems and sustainable land use through high-impact partnerships and innovative blended finance. The role of the private sector is pivotal to achieve national priorities, particularly within land and marine based commodities. Businesses, producer organizations, financial institutions, commodity platforms, and industry associations play a critical role in advancing sustainable production practices, responsible sourcing, traceability, market access, investment mobilization, and the adoption of environmental, social and governance (ESG) principles. Strengthening collaboration between the public and private sectors is therefore essential to creating enabling conditions for sustainable commodity production, improving market incentives for smallholders, mobilizing additional investment and co-financing, and supporting the long-term sustainability and scalability of project interventions.
Duties and Responsibilities
The Private Sector Engagement Analyst will lead and coordinate UNDP Indonesia’s engagement with private sector to advance sustainable, inclusive and market-oriented commodity development, with a particular focus on land-based and marine-based commodities . The position will identify, develop and operationalize strategic partnerships with companies, buyers, investors, financial institutions, commodity associations, producer organizations and other market actors, with the objective of translating private sector engagement into tangible investments, market opportunities, sustainable sourcing arrangements, and improved outcomes for producers and landscapes.
The position will contribute across UNDP Indonesia’s sustainable commodity portfolio, including initiatives such as FOLUR, FAST, SLPI, GCP and other relevant programmes and projects. The incumbent will work across national, landscape and, where relevant, regional and international levels, connecting project-level interventions with broader market transformation opportunities. The scope of work is organized around four key areas:
Strategic Positioning and Partnership Development
The incumbent will strengthen UNDP Indonesia’s strategic positioning with private sector actors and build a pipeline of credible and actionable partnerships around priority commodities and landscapes. Key responsibilities include:
- Develop and maintain a strategic overview of private sector actors relevant to Indonesia’s priority land- and marine-based commodities, including multinational and domestic companies, commodity traders, processors, retailers, international buyers, financial institutions, impact investors, producer organizations, commodity associations, certification bodies and private sector coalitions;
- Identify and prioritize potential private sector partners based on their market position, sourcing footprint, investment capacity, sustainability commitments, technical capabilities, and potential contribution to priority commodity and landscape outcomes;
- Develop and maintain a pipeline of potential partnerships, investment opportunities and market-based solutions, identifying opportunities for collaboration across UNDP projects and programmes;
- Establish, maintain and expand strategic relationships with private sector actors at national, regional and international levels to mobilize technical expertise, innovation, investment, market access, co-financing and other forms of private sector contribution;
- Position UNDP Indonesia as a credible partner for private sector engagement on sustainable commodities, responsible sourcing, landscape approaches, restoration, resilient production, inclusive livelihoods and sustainable trade;
- Facilitate business dialogues, investment forums, trade missions, market outreach, knowledge exchanges and other engagement mechanisms that connect Indonesian commodity stakeholders with potential buyers, investors and other market actors;
- Strengthen linkages among UNDP’s commodity, landscape, climate, biodiversity, finance and private sector portfolios to identify opportunities for integrated partnerships and resource mobilization;
- Provide strategic advice to UNDP project teams and senior management on private sector positioning, partnership opportunities, market trends and emerging opportunities for engagement.
Follow-through and Implementation of Commodity Partnerships
The incumbent will translate strategic relationships into concrete partnerships, investments, market opportunities and interventions for priority commodities and landscapes, with a particular focus on implementation and delivery.
Key responsibilities include:
- Translate identified private sector opportunities into concrete partnership concepts, action plans, investment cases, market interventions, business models and implementation arrangements;
- Support market readiness and capacity development of smallholder producers, MSMEs and producer organizations to meet buyer requirements, sustainability standards, certification requirements and emerging international due diligence expectations;
- Identify and facilitate opportunities to mobilize private capital, commercial finance, impact investment, blended finance and other financing mechanisms for sustainable commodity production, value-chain development and landscape restoration;
- Identify, develop, pilot and scale innovative business models, financing mechanisms, digital solutions and market-based approaches that improve the sustainability, resilience and profitability of commodity value chains;
- Provide technical coordination and quality assurance for interventions related to sustainable trade, market access, certification recognition, responsible sourcing, international market engagement and market partnerships, in accordance with approved workplans and results frameworks;
- Identify synergies between projects and initiatives, particularly where investments, business models, market transformation and commodity interventions can be combined to improve scalability, sustainability and market viability;
- Coordinate with relevant UNDP teams and project personnel to develop public-private-community partnerships that support sustainable and resilient production, diversified livelihoods, conservation, restoration and responsible commodity development;
- Monitor the delivery and results of private sector partnerships, including progress on investment, co-financing, market access, sourcing commitments, producer engagement, certification, responsible sourcing and other agreed partnership outcomes.
Engagement on Policy, Regulatory and Market-Enabling Issues
The incumbent will provide technical analysis and facilitate dialogue between government, private sector and other stakeholders on policy, regulatory and market requirements affecting sustainable commodity production and trade.
Key responsibilities include:
- Maintain effective coordination and engagement with relevant government counterparts, including the Coordinating Ministry for Food Affairs, Ministry of Agriculture, Ministry of Forestry, BAPPENAS and other relevant national and sub-national institutions;
- Monitor and analyze emerging international trade, sustainability, certification and supply-chain due diligence requirements affecting Indonesian commodities;
- Provide technical analysis and advice on relevant international market and regulatory developments, including the European Union Deforestation Regulation (EUDR), UK forest-risk commodity requirements, supply-chain due diligence requirements, international sustainability standards and other relevant market regulations;
- Support the preparation of technical guidance, market assessments, policy briefs, analytical reports and recommendations to strengthen regulatory preparedness, supply-chain due diligence, sustainable trade and market access.
- Facilitate policy dialogue and knowledge exchange among government institutions, private sector actors, commodity associations, certification bodies, international buyers, financial institutions and development partners on sustainable commodity trade and market requirements;
- Support initiatives aimed at strengthening international recognition and market acceptance of Indonesian sustainability and certification systems, including ISPO and other relevant national standards;
- Where relevant and authorized, facilitate bilateral and multi-stakeholder dialogue between government and private sector actors, including dialogue related to market access, sustainable trade, certification recognition and international market requirements.
Contribution to UNDP Indonesia’s Overall Portfolio, Knowledge and Results
- Contribute actively to UNDP Indonesia’s overall private sector engagement strategy and identify opportunities to connect individual project partnerships with broader country-level priorities and investment opportunities;
- Identify opportunities to leverage public funding and UNDP resources to mobilize private sector capital, technical expertise, market access and co-financing;
- Facilitate knowledge exchange and cross-learning across FOLUR, FAST, SLPI, GCP and other relevant initiatives, particularly on private sector engagement, sustainable value chains, financing, responsible sourcing, market access and sustainable trade;
- Provide technical advice and strategic support to project teams, consultants and implementing partners on private sector engagement, market development, sustainable value chains and partnership implementation;
- Ensure that all activities comply with UNDP Social and Environmental Standards and other applicable safeguards requirements;
- Ensure that gender equality, human rights, social inclusion and diversity are integrated into private sector engagement, partnership design and implementation, including consideration of the differentiated needs and participation of women, men and marginalized groups.

In carrying out these functions, the incumbent will prioritize activities in accordance with the approved workplans and results frameworks of the respective projects, focusing on areas where specialized private-sector, investment, market and sustainable trade expertise is required, while routine project management and operational functions remain with the respective Project Management Units.
Institutional Arrangement
The Private Sector Engagement Analyst will report to the Head of the Nature, Climate, and Low Carbon development, while working closely with the Head of the Financing and Inclusive Growth, and Country Economist.
The Private Sector Engagement Analyst’s strategic mandate is to support the UNDP Country Office (CO) in identifying, developing, piloting, and scaling innovative business models, sustainable or blended finance mechanisms, digital solutions, and market-based approaches that strengthen the sustainability and profitability of commodity value chains and landscape restoration

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Business Administration, Commerce, International Trade, Marketing, or Commerce, and other related fields is required. Or
- A first-level university degree (bachelor’s degree in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant professional experience at the national and/or international level in and/or with private sector, partnership development, sustainable commodity value chains, sustainable trade/market development, investment, commercial or blended finance, or other related areas relevant to sustainable development.
Required Skills:
- Demonstrated experience in private sector engagement particularly related to sustainable commodities, agriculture, natural resource management, sustainable development, or related sectors;
- Experience engaging with private companies, industry or commodity associations, financial institutions, investors, buyers, producer organizations, or other market actors
Desired Skills:
- Experience in sustainable commodity supply and value chains, sustainable agriculture, green commodities, landscape programmes, responsible sourcing, and/or sustainable trade and market development;
- Proven track record in engaging successfully with the private sector, including, but not limited to stakeholders such as companies, commodity or industry associations, financial institutions, investors, buyers, producer organizations and/or smallholders;
- Experience in investment facilitation, commercial or private investment, project or blended finance, resource mobilization, innovative financing mechanisms and/or market-based solutions supporting sustainable development;
- Experience in sustainable trade and market access, including certification systems, responsible sourcing, supply-chain due diligence, international sustainability standards and/or regulatory requirements relevant to sustainable commodity value chains;
- Experience in managing or coordinating sustainable development programmes/projects and facilitating multi-stakeholder processes involving government, private sector, development partners and/or international organizations, including monitoring, reporting and knowledge management;
- Practical experience dealing with trade policy/ international sustainability standards, or supply chain due diligence regulations;
- Experience working within the palm oil and/or cocoa sectors in Indonesia, including a clear understanding of smallholder farmer dynamics (e.g., productivity, certification challenges, or market barriers).
Required Languages:
- Fluency in English in both writing and speaking is required.
- Fluency in Indonesian is required.
