Position Description:
The Manager, Evaluation will lead the evaluation of SSCC operational initiatives, network interventions, provider development strategies, and pilot projects to assess implementation, measure outcomes, and identify opportunities for improvement. The Manager also leads the development and validation of forecasting models, early warning indicators, and other analytic tools to anticipate provider network risks, placement capacity needs, service gaps, utilization trends, and emerging performance concerns. This role ensures evaluation activities are practical, methodologically sound, and directly connected to decision-making, continuous quality improvement, provider development, operational planning, and long-term system improvement.

Primary Responsibilities:
- Lead evaluation activities related to network effectiveness, including SSCC initiatives, provider strategies, network interventions, service improvement efforts, and pilot projects.
- Develop evaluation plans, research questions, frameworks, data collection and analysis strategies, reporting structures, and evaluation products such as baseline reports, provider assessments, network health assessments, capacity and utilization analyses, dashboards, leadership summaries, and reports.
- Lead the development and validation of forecasting models, early warning indicators, predictive analytics, and risk stratification tools.
- Use administrative, provider, placement, utilization, performance, stakeholder feedback, outcome, evaluation, and operational initiative data to identify trends, risks, gaps, emerging needs, provider performance concerns, disruption risks, service gaps, placement capacity needs, and opportunities for network improvement.
- Oversee evaluation staff by assigning work, setting expectations, reviewing deliverables, monitoring progress, supporting professional development, and ensuring accountability.
- Establish team workflows, project timelines, reporting calendars, review processes, documentation standards, and quality assurance practices.
- Analyze providers’ use of the Texas Provider Gateway, assess compliance with applicable requirements, identify trends and data quality concerns, and develop utilization reports for stakeholders.
- Communicate evaluation findings, operational risks, trends, predictive insights, and recommendations to stakeholders in a clear, concise, and actionable manner.
- Support the development and validation of performance measures, data definitions, calculation methodologies, and reporting tools.
- Ensure evaluation findings inform network development, operational improvement, and continuous quality improvement.
Required Qualifications:
- Bachelor's degree, preferably in public health, public administration, social work, or other human services related field.
- Minimum five (5) years’ professional experience designing or managing evaluation projects, including evaluation questions, methodology, data collection, analysis, reporting, and recommendations.
- Supervisory, management, team leadership experience required. Experience  supervising evaluators, analysts, researchers, or performance improvement staff preferred.
Preferred Qualifications:
- Experience with Community-Based Care, Child Welfare, SSCC operations, provider network development, DFPS-related data, foster care services, or contracted provider networks highly preferred.
- Experience conducting applied research, operational evaluations, implementation evaluations, or system-level evaluations in the public sector, nonprofit, healthcare, education, or human services preferred.
- Experience with forecasting, predictive analytics, early warning indicators, risk stratification, statistical modeling, Power BI, Power Query, DAX, or SQL a plus.
Knowledge, Skills, and Abilities:
- Ability to translate data and evaluation findings into strategy, program improvement, operational recommendations, or leadership recommendations.
- Ability to build and maintain effective working relationships and collaborate with cross-functional teams, organizational leadership, providers, contractors, community partners, and other internal and  external stakeholders.
- Strong professional writing skills.
- Proficiency with Microsoft Excel and data tracking, reporting, or dashboard tools.
- Strong understanding of program evaluation, applied research, and continuous quality improvement.
- Strong supervisory, project management, and judgment skills.
- Demonstrate a commitment to improving outcomes for children and families through evaluation, provider development, and continuous learning.
Work Conditions:
- Environment: Office.
- Work Schedule: Monday – Friday during standard business hours.
- Travel: Occasional, Local and Statewide
