About this role

MTSI is seeking an Operations Manager, MEIA ESC. As the Operations Manager, you will serve a key role in overseeing the daily operations and activities supporting a Deputy Assistant Secretary of War (DASW)-level organization within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E), Office of the Assistant Secretary of War for Mission Capabilities (ASW(MC)).
The mission of the organization is to ensure the United States can identify, engineer, and deliver warfighting capability faster than any adversary and at a scale that guarantees victory on the battlefield. Delivering capability at speed to the Joint Force through decisive resourcing. Work location is on site, split between the Pentagon in Arlington, VA and the Mark Center in Alexandria, VA.  
- Operational Oversight : Facilitate the execution of daily tasks and projects across diverse technical and administrative teams at the three-star level. Manage and coordinate the three-star level Mission Engineering and Integration Activity (MEIA) Executive Steering Council (ESC) meeting series. Support the MEIA Missions, Capabilities, and Analysis Teams (MCAT) during their 15 month execution cycle.
- Process Improvement: Streamline and optimize internal processes to enhance efficiency of operational and administrative functions.
- Cross-functional Collaboration: Foster effective communication and collaboration across different offices and teams to achieve common objectives.
- Project Management: Lead and support leadership engagements at the 3-star level to ensure inclusion of all stakeholders from across the community (e.g. Joint Staff, Combatant Commands, OSW, and Industry).
- Performance Metrics: Develop, track, and report key performance indicators (KPIs) to measure the MCAT's progress and success across the FYDP and congressional reporting periods.
- Stakeholder Engagement: Engage with external partners, stakeholders, and senior leaders to strengthen relationships and support the organization's growth.
- Executive Support: Provide high-level support to the DASW, including research and gathering of information, preparing briefings and reports, and facilitating decision-making processes.
- Change Management : Drive change initiatives to enhance the organization's ability to adapt and respond to evolving needs.

Required Experience:
- Experience as a Chief of Staff, large organization Operations Manager or similar role coordinating and integrating activities supporting Senior Executives, General Officers, Flag Officers, Chief Executive Officers, or equivalent organizational leaders.
- Executive presence with highly effective interpersonal skills and the ability to build relationships at all levels.
- Exceptional communications skills to include the ability to convey complex issues clearly.
- Ability to adapt to changing priorities and effectively maintain composure under pressure.
- Strong project management and problem-solving skills.
- A strategic thinker with the ability to translate vision into action.
- Demonstrated ability to manage cross-functional teams and projects.
- Strong analytical and data-driven decision-making skills.
- A proactive and solution-oriented mindset, able to take initiative and accomplish work independently with minimal guidance.
- Must be highly organized with meticulous attention to detail.
  Desired Experience:
- 10 years of professional experience.
- OSD, Joint Staff, Service Staff, or other Pentagon staff experience.
- Knowledge of the OUSD(R&E) organizations, roles, and responsibilities.
- Familiarity with the Acquisition Process Senior Level Action Groups (Deputy’s Management Action Group (DMAG), Joint Requirements Oversight Council (JROC), etc) DoD Correspondence and Task Management System (CATMS), Joint Staff Action Process (JSAP), and/or Task Management Tool (TMT).
- Familiarity with DoD 5110.4-M, “Manual for Written Material” including DoD business rules for preparing Read Ahead (RAH) materials, Action Memos, and Info Memos.
  Education Requirement: Bachelor’s degree in business, management, or technical field.   Clearance Requirements:
- Active TOP SECRET clearance with eligibility for Sensitive Compartmentalized Information (SCI).
- U.S. Citizenship is required for this position.
  The pay range for this position is $135,000/year to $170,000/year; however, base pay offered may vary depending on established government contract ranges, job‑related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
