10+ Years of progressive leadership in healthcare operations, preferably in multidisciplinary, integrated care, and/or FQHC settings
Bachelors degree in Healthcare Administration, Public Health, Business, or related field required. Masters degree preferred.
Experience with program implementation and expansions
Demonstrated success leading complex multi‑site clinical operations and large interdisciplinary teams

The Chief of Health Center Services (CHCS) is the executive leader responsible for the strategic, operational, and clinical performance of Terros Healths clinics across the state of Arizona – inclusive of FQHC, CCBHC, integrated care, and behavioral health services focused sites. As a member of the Executive Leadership Team, the CHCS ensures execution of organizational direction for whole-person care, drives system-wide clinical and operational excellence, and in conjunction with the Chief Medical Officer and Chief of Specialty Services, ensures that primary care, behavioral health, and all specialty services function as a unified, high-performing continuum.
Reporting directly to the Chief Executive Officer, the CHCS serves as the enterprise steward of access to care, health care quality and compliance, workforce stability, and financial sustainability across all health center operations. This role provides strategic oversight to Health Center Senior Directors and Directors ensuring alignment with Terros Healths mission, value-based care goals, and long-term organizational strategy.

Executive Leadership and Collaboration
- Lead the enterprise strategy and operations for all Health Centers statewide, ensuring alignment with organizational priorities and in consideration of environmental and regulatory drivers.
- Provide executive oversight and mentorship to Health Center Senior Directors, Directors, and clinic-based management teams.
- Ensure best in class and system-wide operational frameworks, standardized workflows, staffing models, and integrated care practices.
- Partner with the CMO, COO, Chief of Specialty Services, and others as needed to ensure seamless coordination across programs, service lines, and locations to optimize the care continuum.
Integrated Care Model Stewardship
- Advance integrated primary care–behavioral health models across all health centers in partnership with CMO and other key partners.
- Ensure consistent implementation of evidence‑based practices, trauma‑informed care, and patient-centered, whole‑person care principles.
- Collaborate with the VP of Quality, Director of Nursing, Medical Director Primary Care, and Medical Director Behavioral Health to elevate clinical quality, provider performance, and care model fidelity
Quality, Compliance, and Enterprise Performance
- Drive enterprise performance on quality metrics, value-based care outcomes, patient experience, and population health goals.
- Ensure compliance with AHCCCS, HRSA/FQHC requirements, state licensing, CARF, and internal policies.
- Maintain high standards of safety, documentation, regulatory adherence, and audit readiness across all health centers.
- Ensure coordinated, consistent patient experience across all programs and service locations.
Financial and Business Stewardship
- Oversee financial performance of all health centers, including budgets, productivity, service mix, and long-term sustainability.
- Partner with Finance, Revenue Cycle, Contracting, and the COO to optimize scheduling, access, eligibility, throughput, and payer alignment.
- Ensure timely and effective operational decisions to support strategic growth, cost management, and enterprise financial health while maintaining focus on high-quality patient care.
Workforce Leadership, Culture, and Talent Development
- Lead, mentor, and develop senior clinic leadership and multidisciplinary teams.
- Drive enterprise workforce strategies that improve retention, morale, competency, and team cohesion.
- Foster a culture of accountability, collaboration, innovation, and continuous improvement.
- Champion diversity, equity, inclusion, and culturally responsive care
Patient Access, Experience, and Community Engagement
- Ensure exceptional patient experience, timely access, and responsive care across all health centers.
- Partner with Patient Access & Eligibility leadership to streamline front-end processes and improve operational flow.
- Represent Terros Health in community partnerships, health plan relationships, and local initiatives.
Business Development and Growth Opportunities
- Identify unmet patient needs and partner with others as needed to close gaps in care through the development and launch of partnerships, services, and programs where applicable.
- Collaborate with other departments on grants, strategic initiatives, and marketing opportunities.
- Conduct environmental scans and community assessments to identify and execute growth opportunities at regional, location, programmatic, and service-line levels.

Qualifications
- Bachelors degree in Healthcare Administration, Public Health, Business, or related field required. Masters degree preferred
- Minimum 10 years of progressive leadership in healthcare operations, preferably in multidisciplinary, integrated care, and/or FQHC settings.
- Experience with program implementation and expansions
- Demonstrated success leading complex multi site clinical operations and large interdisciplinary teams
- Strong knowledge of Medicaid managed care, FQHC operations, and value based care models
- Demonstrated success in operational leadership, financial and budgetary management, and team development
- Ability to lead through influence, build strong cross functional partnerships, and drive organizational change
- Must have valid Arizona drivers license, be 21 years of age with minimum 3 years driving experience, and meet requirements of Terros Healths driving policy
- Must have a valid Arizona Fingerprint Clearance card or apply for an Arizona fingerprint clearance card (Level 1) within 7 working days of assuming role
- Must pass a background check, drug screen, and TB test
