Location: Choate Center, 1000 North Main Street, Anna, Illinois 62906. On site.
Employment Type: Independent Contractor (1099), full-time.
Compensation: $205.00 to $235.00 per hour, all inclusive. Approximately $307,500 to $352,500 a year at the State's estimate of 1,500 hours.
Schedule: Routinely 37.5 hours a week, Monday through Friday, 8:00 AM to 4:30 PM Central Time, with telephone availability outside scheduled hours.
Agency Environment: Illinois Department of Human Services, state-operated Choate Center.

Position Overview

CLFC Healthcare and Communications is competing for the Medical Director services contract at the Illinois Department of Human Services Choate Center in Anna, and is selecting the board-certified psychiatrist it will name for the role. The physician we name is presented to the State with our bid, and the engagement begins on contract award.

As Medical Director you lead the medical staff under the administrative direction of the facility director. You own the overall quality of clinical care for the individuals Choate serves: the planning, the medical staff administration, the treatment regimens, and the policies and procedures that keep care aligned with medical ethics, licensing and regulatory standards.

The contract covers Choate's 40-bed intellectual and developmental disabilities forensic unit, together with 75 behavioral health beds that the State is phasing out by March 2027. From then on the role centers on the forensic unit.

This is a leadership seat on a weekday daytime schedule, inside a multi-year State engagement, with a CLFC operations team behind you so that your time goes to clinical leadership.

Key Responsibilities

- Serve as Medical Director of Choate Center under the administrative direction of the facility director.
- Supervise the medical staff and coordinate the work of the other professional disciplines at the facility.
- Maintain the overall quality of clinical care, including planning, staff administration and the implementation of medical treatment regimens, individual care programs and facility services.
- Develop, implement and monitor policies and procedures tied to established standards for individual care, medical ethics, licensing and regulation.
- Assess clinical interventions for reliability, validity, feasibility and effectiveness, and redevelop or introduce interventions as needed, keeping practice current with best practices in psychiatric care.
- Maintain regulatory readiness for the Illinois Department of Public Health, The Joint Commission and the Centers for Medicare and Medicaid Services.
- Monitor clinical staff performance, staffing levels, training and development, and oversee clinical overtime in support of the facility's financial performance.
- Report quarterly to the facility Governing Board on clinical practice, quality of care, staffing and overtime measures.
- Protect the confidentiality of individuals' medical care and treatment records.

Required Qualifications

- Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) with a current Illinois license to practice medicine.
- American Board of Medical Specialties certification in Psychiatry, or its equivalent.
- Three years of substantive medical administrative experience directing, planning and evaluating a medical or clinical program.
- Demonstrated ability to supervise and coordinate staff across professional disciplines.
- Professional liability (malpractice) coverage carried by the physician for the duration of the engagement.
- Ability to clear the State background investigation, which verifies medical licenses and controlled substance registrations, employment history and references, an AMA or AOA profile, and Medicare and Medicaid sanction status.
- Tuberculosis (Mantoux) skin test before the first day of service, or documentation of a test performed within the prior 90 days.
- A current resume or curriculum vitae, which CLFC submits to the State with its bid.

Strongly Preferred Qualifications

- Prior Medical Director, Chief of Service or equivalent leadership experience in a state-operated, inpatient or forensic setting.
- Experience serving individuals with intellectual and developmental disabilities.
- Experience leading a facility through Joint Commission, CMS or Illinois Department of Public Health survey activity.
- Quality improvement, peer review or governing board reporting experience.

Compensation and Engagement Details

- $205.00 to $235.00 per hour, all inclusive. Where you land in the range reflects medical director experience and credential depth.
- Independent contractor engagement (1099), paid within 30 days of your invoice.
- The State estimates 1,500 hours a year on a Monday through Friday daytime schedule. That is a planning estimate, and actual hours may run higher or lower.
- The all-inclusive rate covers your own professional liability coverage, transportation and lodging.
- The contract term runs through June 30, 2029, with two one-year renewal periods available to the State.
- CLFC manages license and credential verification, background investigation paperwork and facility onboarding, so you arrive cleared and scheduled.
- A named Program Manager from CLFC's Program Management Office is your single point of contact for onboarding, coordination and payment.
