Position Overview
Diverse Agile Solutions is seeking an Automation Engineer – Level I to support a major Integrated Eligibility System (IES) modernization initiative within the state human services environment.
The Automation Engineer will perform a combination of business analysis, requirements engineering, workflow analysis, rules extraction, documentation, and quality control activities supporting the modernization of state eligibility, enrollment, and case management systems.
The ideal candidate will have hands-on experience working with Integrated Eligibility Systems (IES), Eligibility/Enrollment/Case Management (EECM) programs, and state government human services environments.
This position will work closely with state agency stakeholders, local district subject matter experts, business analysts, technical teams, and vendor resources to document current-state processes and requirements and help define the future-state IES solution.
Key Responsibilities
- Conduct requirements analysis of existing state systems to support the implementation and modernization of an Integrated Eligibility System (IES).
- Participate in business rules extraction efforts from existing/legacy state systems.
- Perform quality control activities related to rules extraction, including: Verifying 100% coverage of identified business rules.
- Ensuring extracted rules are accurate, complete, and consumable by business partners and business analysts.
- Identifying gaps, inconsistencies, and ambiguities.
- Work with agency business partners to determine which existing business rules should: Carry forward into the future-state system.
- Be modified or transformed.
- Be retired.
- Document as-is and to-be business and system requirements using the IES-prescribed business analysis methodology, processes, tools, and templates.

- Requirements Traceability Matrices (RTMs)
- Data dictionaries
- User interface specifications
- Wireframes and mockups
- Other project documentation as required
- Conduct requirements elicitation sessions with: State agency stakeholders
- Local district subject matter experts
- System users
- Business analysts
- Technical teams
- Executive stakeholders
- Facilitate stakeholder discussions to identify business needs, requirements, processes, rules, and system dependencies.
- Translate business needs into clear and actionable functional and system requirements.
- Ensure requirements and supporting work products align with business objectives, project scope, and IES modernization goals.
- Support the development of future-state workflows and processes for modernized eligibility systems.
- Perform peer reviews of business analysis work products and participate in internal quality review processes.
- Support project planning, roadmaps, testing activities, and change management as needed.
- Develop or assist with test scenarios and business validation activities .
- Collect and analyze information regarding legacy system interfaces.
- Assist with documenting interfaces between state-supervised and locally administered applications.
- Draft and maintain Interface Control Documentation (ICD) .
- Assist with determining the disposition of legacy/mainframe interfaces as part of the modernized solution.
- Work effectively within blended teams consisting of state employees, contractors, vendors, business analysts, and technical resources.
- Manage assigned deliverables according to established project timelines, priorities, and quality standards.
- Communicate project findings, risks, issues, dependencies, and recommendations to appropriate stakeholders.
- Perform other duties as assigned.
Required Qualifications
Experience
- 3–7 years of experience as an Automation Engineer.
- 3–7 years of business analysis experience within state government , preferably in the human services domain.
- 3–7 years of experience focused on Eligibility, Enrollment, and Case Management (EECM).
- Demonstrated experience eliciting requirements from stakeholders and managing requirements throughout the Software Development Life Cycle (SDLC) .
- Experience developing business and technical artifacts for complex modernization initiatives.

- Functional/technical specifications
- Requirements documentation
- 3–7 years of experience working on an Integrated Eligibility System (IES) modernization program implementing transformed health and human services applications.
- Experience working with systems and processes that align with applicable state and federal human services standards .
Preferred Qualifications
- 3–7 years of experience performing business analysis and workflow automation specifically for eligibility systems.
- Experience assisting with project planning and development of project roadmaps.
- Experience creating business and system test scenarios .
- Experience managing and documenting change requests .
- Experience collecting and documenting legacy interface information for state-supervised and locally administered applications.
- Experience drafting Interface Control Documents (ICDs) .
- Experience evaluating and assisting with the disposition of mainframe/legacy interfaces during modernization.
- Experience working with large-scale state human services modernization programs.
- Experience collaborating with state agencies, local government organizations, system integrators, and vendor teams.
- Strong understanding of eligibility, enrollment, and case management business processes.
Ideal Candidate
The ideal candidate is a business-focused Automation Engineer/Business Analyst who understands both technology and human services business processes. You should be comfortable working with stakeholders to understand complex legacy processes, extracting and documenting business rules, translating those rules into modernized system requirements, and producing clear artifacts that can be used by business and technical teams.
Experience with Integrated Eligibility Systems, Medicaid/health and human services eligibility, benefits administration, SNAP/TANF, child welfare, or related human services programs is highly desirable.
