Reporting to the Director, Engineering Review, the Project Director Business Transformation will provide strategic leadership and overview of the Development Engineering teams within the Development Review Division. The role will also provide key support to business process improvements, organizational change initiatives, and the development of a future-state operating model to enhance service delivery, operational effectiveness, and organizational performance.

Major Responsibilities:

- Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.

- Directs, through subordinate management staff, all activities of the team, delegating management responsibility.

- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

- Develops, recommends and administers the annual budget for the team, and ensures that the team's expenditures are controlled and maintained within approved budget limitations.

- Leads transformational initiatives and supports and implements process improvements to enhance the efficiency and effectiveness of development review.

- Works with senior staff in developing a future state operating model for the division.

- Develops and implements project management strategies and processes that build on best practices for effective organizational transformation which will form the future state operating model.

- Leads integration initiatives through process mapping, risk analysis, and performance evaluation.

- Works with the Director, Engineering Review, the Division Head, and all stakeholders to reach division goals and objectives project goals.

- Provides updates and reports on the project status, issues, deliverables and milestones to the Steering Committee.

- Directs the development and implementation of divisional change management strategies, including training, communications and staff engagement initiatives.

- Provides leadership and oversight to multi-disciplinary project teams.

- Establishes a best practice approach that ensures transparency and fairness in decision making and project implementation.

- Fosters the development of an organizational culture that focuses on delivering exceptional outcome focused services.

Key Qualifications:

The successful candidate for the position of Project Director Business Transformation will have:

- Post-secondary education with relevant management training and experience, or an equivalent combination of education and/or related experience.

- Extensive senior level experience managing, leading, coaching, developing and motivating staff in the delivery of a major change initiative.

- Extensive experience leading complex projects with demonstrated achieved objectives on large-scale (divisional and/or organizational) transformational initiatives with emphasis on organizational strategic direction, financial, procurement and risk management.

- Extensive experience working with executives, sponsors and senior management teams across the organization to meet divisional and organizational objectives while maintaining effective relationships.

- Extensive experience directly and indirectly managing business teams and resources (operational managers, project managers, staff, contractors and vendors) for the development of business solutions to achieve corporate objectives.

- Extensive experience in negotiations conditions of approvals and complex cost-sharing arrangements related to development applications.

- Superior analytical and well-developed human relations skills with an exceptional ability to communicate both verbally and in writing, negotiate persuasively and effectively, and forge solid internal relationships.

- Proven ability to exercise discretion, with a high degree of initiative and creativity in problem solving.

- Highly effective presentation skills with internal and external stakeholders.

- Knowledge of, current and emerging City-wide strategic initiatives.

- Demonstrated political acumen, judgement and insight.

- Possession of a professional designation and/or post graduate degree (PMP, PEng, CPA, MBA, MPA, etc.) would a great asset.

- Experience implementing similar, complex transformational projects would be an asset.
