About this role
The IT Modernization Ops and Delivery Program Manager will lead integrated technical and operational workstreams to support enterprise‑level modernization initiatives across a geographically dispersed customer base. This role is responsible for orchestrating network engineering, cybersecurity, IT operations, governance, financial planning, and stakeholder engagement activities to deliver advanced capabilities to mission partners. The ideal candidate will excel in cross-functional coordination, strategic planning, and customer relationship management in complex, high-visibility environments. Your essential job functions will include but may not be limited to:
- Integrate local and wide area network engineering, cybersecurity, IT operations, financial planning, governance, physical security, and stakeholder engagement workstreams in support of the organization’s flagship IT modernization initiative.
- Create detailed Statements of Work (SOWs) tailored to customer requirements, driving clarity of scope, performer accountability, and alignment with project objectives.
- Design and deploy cost estimation and proposal evaluation methodologies, equipping customers with structured financial models for data-driven decision making and long-range budget planning.
- Serve as a trusted advisor to senior leadership on emerging issues, performance indicators, and strategic levers critical to advancing high-visibility modernization priorities.
- Develop and implement compliance controls to streamline deployment workflows to eliminate lost effort caused by infrastructure and security deficiencies at customer facilities.
- Act as the primary customer liaison, facilitating communications, addressing concerns, and ensuring alignment between deliverables and customer expectations.
- Provide program management and acquisition advisory services to maintain compliance with OTA contractual requirements and support transition planning toward a FAR-based production contract.
Required:
- 15+ years' of experience leading complex IT modernization or enterprise technology programs.
- Strong understanding of network engineering, cybersecurity, and IT operations.
- Proven ability to manage large-scale deployments across multiple geographic locations.
- Experience with requirements governance, compliance, and SOW development.
- Strong financial planning, cost modeling, or acquisition support experience.
- Excellent communication, stakeholder engagement, and customer-facing skills.
- Ability to advise senior leadership on strategic priorities, program risks, and operational impacts.
Education Requirements:
- Masters Degree in Computer Science, Computer Engineering, Software Engineering, Electrical Engineering or related engineering discipline
Clearance Requirements: An active TS/SCI clearance is required. The pay range for this position is $180,000/year to $220,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
