Job Description:

EXISTING VACANCY

Salary Range - $106,462 -$159,692 (salary will be determined based on the successful candidate's skills, experience and qualifications)

PURPOSE OF POSITION

Accountable for managing the delivery of the Project Management Office (PMO) projects, programs and services including providing project planning/oversight of FSRA priority initiatives.

KEY RESPONSIBILITIES

- Manages the delivery of unit programs or services, for centralized project planning, resourcing, tracking and portfolio management of multiple, concurrent project initiatives involving both core regulatory and support areas across FSRA. Ensures consistency with overall section performance measures, standards and best practices and integration with overall FSRA directions and priorities.
- As part of the management team, supports FSRA leadership in formulating strategy and developing tactics; and provides leadership in executing programs or services to deliver on strategy and tactics.
- Oversees the management and delivery of projects and programs, services and work areas, including operational processes and procedures to meet the overall operational plans and priorities of the unit.
- Advises Project Sponsors in prioritizing projects to ensure their alignment with FSRA strategic/business plan commitments and in developing dashboard measurement and enterprise-wide reporting tools to ensure the tracking and reporting of projects for the Board and senior management.
- Manages the design, development, implementation and review of processes, systems, tools, reporting and strategies for centralized project planning, resourcing, tracking and portfolio management of required project initiatives within FSRA, including process improvement and core regulatory and regulatory support projects.
- Manages the provision of portfolio project management consultative services to FSRA leadership, management and program project leads across FSRA to ensure consistency in project management methods and standards; to champion excellence in project management across FSRA and to mobilize and oversee special projects lead by PMO project professionals.
- Provides program/service expertise and advice to FSRA leadership, management and staff in response to operational or program issues impacting the achievement of department or function directions; providing evidence-based recommendations for problem resolution and improvement to methods to deliver programs or services.
- Applies a client-service mindset to program and project delivery, ensuring solutions are responsive to stakeholder needs, improve the user experience, and deliver measurable business value.
- Manages the unit and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA.  Accountable for building a strong team including: hiring, orienting, training and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.
- Conducts operational planning, development and reporting on PMO’s performance metrics, program effectiveness, risks and impacts related to unit, section and department matters. Recommends approval of financial transactions to the EVP, Policy.
- Supports transformation and a collaborative, forward-thinking culture within the unit, and works with others to achieve this across the section or department.
- Promotes and supports innovation and continuous improvement throughout the unit and enterprise-wide, including through documenting and sharing best practices, tools and templates, and lessons learned.
- Leads and/or participates on projects within the section, department to represent the unit’s interests in program or service decision making.
- Develops and manages positive collaborative relationships with stakeholders impacted by projects and operations to discuss and clarify program or service-related issues and needs.
- Works in collaboration with colleagues on department priorities for FSRA.

QUALIFICATIONS

Education and Experience

- Degree in business administration, Public Policy or other related degree, or with equivalent experience, Project Management Professional (PMP) and/or other Project Management Certification(s) considered an asset
- 6 – 8 years’ experience in planning and managing the delivery of programs or services in the area of project, program and portfolio project management for a medium to large organization combined with expertise in working as a member of a larger relevant function/department.
- Proven experience in successfully leading portfolio project management of multiple, concurrent projects for a diverse client base.
- Relevant industry or government experience preferred.

Knowledge and Skills

- Skills and ability to manage and champion change for a successful organizational culture and vision.
- Skilled in leading portfolio project management or equivalent skills and experience.
- Knowledge of, and skills in, portfolio project management methodologies, techniques and best practices in a technologically evolving environment.
- Knowledge of public sector governance considered an asset
- Leadership skills to implement a new organizational structure, systems, and standards.
