The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

Reporting to the Chief Architect, the Senior Enterprise Architect analyzes existing systems, designs solutions that fit with enterprise standards and best practices, creates and maintains architecture artifacts, collaborates with various stakeholders and helps to identify deficiencies and opportunities for improvement.

The Senior Enterprise Architect will help to establish the Enterprise Architecture practice, deal with complex issues in alignment with the Chief Architect, and coach other Enterprise Architects within the function.

Key Duties and Responsibilities

- Lead the design solutions to meet business needs in partnership with other internal and external stakeholders and vendors.
- Provide an array of IT solution options, and propose solid recommendations based on needs, risk vs. cost vs. benefits and other impacts on solution decisions.
- Ensure solutions fit with enterprise standards​ and best practices.
- Identify and document solution gaps (technical debt) and actively work with product owners to assess product enhancement opportunities or alternate solutions.
- Collaborate with various partners like business, project delivery, and technology.
- Support tech leads/tech owners/SME’s where required.
- Assist in IT assessments, collaborating with internal IT partners and external vendors.
- Provide strategic consultation to business and IT leaders.
- Lead meetings to review architecture activities and solution proposals.
- Present solutions at architecture review boards to obtain consensus and approval.
- Create, update, and maintain architecture inventories, reference models, architectural blueprints, and roadmaps/strategies.
- Capture current state Architecture and establish future state Architecture vision, supporting the Business and IT strategy and vision. Develop roadmaps to achieve this future state.
- Lead and facilitate the research and assessment of new approaches and technologies for potential use within the organization.
- Lead analysis of the current IT environment to detect critical deficiencies and recommend solutions for improvement.
- Promote the architecture process, outcomes, and results to the organization and senior leadership.
- Provide guidance to team members to identify and manage issues, seek out innovative solutions to complex problems and manage communication with key stakeholders.
- Mentor new and existing staff to ensure standards and internal processes are followed and adhered to, providing technical guidance, and setting expectations on the work that needs to be delivered.
- Provide support to the Chief Architect in final review of work deliverables, acting as a first level of escalation for team issues, leading the team by addressing all project and on-going work issues in the absence of the Chief Architect.
- Partner with management to enhance enterprise architecture processes and to ensure on-time, efficient and high-quality results.
- In collaboration with Chief Architect, set out work priorities for respective initiatives and projects addressing key project issues that may affect timelines.

Qualifications

- Undergraduate degree in an IT-related discipline or equivalent.
- 7+ years of experience as an architect in a complex and fast-paced environment with shifting requirements and iterative scope
- Strong knowledge of various architecture domains including data, application, technology, and security.
- Experience addressing operational and non-functional concerns (e.g., scalability, performance, maintainability, load distribution, resilience, recovery, security, and privacy).
- Experience documenting complex systems, clearly articulating current state, future state, and transition phases.
- Experience in establishing guidelines/guardrails and best practices.
- Experience designing cloud-based applications.
- Strong understanding of both on-premises (end-user computing technologies, client-server applications, web applications, database technologies, data center technologies) and cloud (SaaS, PaaS, IaaS) technology architectures, with demonstrated experience working on-premises to cloud migration projects.
- Knowledge of common architecture patterns (e.g., microservices, SOA, Event sourcing, etc.).
- Experience with data and application integration patterns (APIs, messaging, streaming, sync/async, etc.).
- Strong awareness of DevOps practices and Agile
- Solid experience with Microsoft Azure Services
- Microsoft Azure, ITIL, DevOps or Agile certifications would be an asset.
- Application Portfolio rationalization experience
- Experience with solution cost forecasting.
- Proven experience delivering high-quality presentations to C-level executives.
- Ability to translate business requirements into simple and elegant solutions.
- Ability to convey complex technical ideas to the understanding of a non-technical audience.
- Ability to develop and present new ideas and conceptualize new approaches and solutions.
- Solid analytical and problem-solving skills.
- Excellent verbal and written communication skills.
- Excellent interpersonal skills, including leadership, teamwork, facilitation, and negotiation.
- Informal leadership ability.
- Proven ability to coach and develop others.
