POSITION SUMMARY

The Licensing Specialist supports Empower’s growth and continuity of service by managing accurate, timely customer and facility licensing activities across state and federal jurisdictions. In a hyper-growth, highly regulated 503A/503B environment, this individual contributor owns application coordination, renewal follow-through, eligibility reviews, and organized, audit-ready licensure records. The role translates licensing requirements into clear procedures, anticipates deadlines, and identifies documentation gaps before they delay customer access or facility operations. Working with external licensing firms and internal Quality Assurance, Operations, and Legal teams, the specialist resolves discrepancies and communicates licensing status clearly. Success requires independent prioritization, disciplined execution, sound judgment, and rapid learning as requirements and business needs evolve. By strengthening work processes and maintaining dependable records, the specialist supports compliant expansion while preserving accuracy, accountability, and responsive service across licensing activities.

RESPONSIBILITIES

Customer and Facility Licensing

- Eligibility Review: Review customer documentation against established approval criteria to confirm service eligibility and identify missing or inconsistent licensing information.

- License Verification: Verify provider and facility licensure status, obtaining updated information and recording changes accurately to support dependable customer and facility records.

- Facility Compliance: Verify facility licensing compliance with applicable Food and Drug Administration and Drug Enforcement Administration requirements, identifying discrepancies for resolution.

Application Execution and Record Integrity

- Application Coordination: Coordinate new license applications with external licensing firms, confirming submission accuracy, completeness, and clear communication throughout the application process.

- Renewal Management: Prioritize license renewals against expiration dates, follow up on outstanding requirements, and coordinate timely submissions to prevent licensing gaps.

- Record Accuracy: Maintain organized, audit-ready licensure records and communicate licensing status through accurate documentation using Microsoft Office, including Excel and PowerPoint.

Process Ownership and Collaboration

- Procedure Development: Develop and implement customer account approval and facility licensing procedures that align regulatory guidelines with Empower standards and operational needs.

- Issue Resolution: Resolve licensing discrepancies with Quality Assurance, Operations, and Legal, clarifying conflicting information and following through on agreed actions.

- Workflow Improvement: Identify recurring licensing process obstacles and improve work practices to reduce rework, strengthen documentation accuracy, and support timely service.

KNOWLEDGE & SKILLS

- Knowledge of state and federal licensing requirements, customer eligibility reviews, and provider and facility licensure verification within established regulatory guidelines.

- Proficiency in Microsoft Office, including Excel and PowerPoint, to organize licensing information, maintain accurate documentation, and communicate status clearly.

- Ability to prioritize applications and renewals independently, interpret conflicting documentation, and coordinate resolution with external licensing firms and internal stakeholders.

- Skill in developing clear licensing procedures, identifying recurring process obstacles, and improving workflows without compromising record accuracy or regulatory compliance.

EXPERIENCE AND QUALIFICATIONS

- At least 3 years of licensing or compliance experience, with responsibility for accurate documentation, deadline management, and coordination with stakeholders required.

- Demonstrated ability to interpret state and federal licensing requirements, organize detailed records, and manage competing deadlines independently required.

- Healthcare industry experience involving licensing or compliance, with familiarity reviewing provider or facility documentation and supporting accurate licensing records preferred.

- Bachelor’s degree; equivalent combinations of education and practical experience are welcome, provided candidates meet the required licensing or compliance experience preferred.

- Certified Pharmacy Technician credential, supporting familiarity with pharmacy operations and terminology relevant to customer eligibility and facility licensing activities preferred.
