Position Summary The RPO Manager will build, scale, and operationalize a high-performing Recruitment Process Outsourcing (RPO) business. This role owns end-to-end RPO service delivery, operational excellence, client outcomes, and financial performance. The ideal candidate has progressive leadership experience in RPO, staffing, or talent services and a proven ability to build scalable recruiting operations, lead distributed teams, support enterprise implementations, and drive measurable improvements in delivery performance. This is a hands-on operational leadership role for someone who has built recruiting delivery teams, standardized processes, improved margins, and successfully managed complex enterprise client implementations. Key Responsibilities RPO Operations & Delivery • Own end-to-end RPO service delivery, including workforce planning, recruiting execution, performance management, SLAs, and continuous improvement. • Design and scale RPO delivery models across industries, hiring volumes, and geographies. • Ensure consistent recruiting outcomes across sourcing, screening, scheduling, onboarding coordination, and workforce analytics. Operational Strategy & Scale • Build operational infrastructure for a growing RPO business. • Develop organizational structures, capacity models, delivery playbooks, SOPs, and implementation frameworks. • Establish quality assurance and training programs. • Lead operational readiness for enterprise implementations, transitions, and new client launches. Financial & P&L Management • Own operational P&L performance, including cost management, productivity, margins, and revenue per recruiter. • Partner with Finance on budgets, pricing inputs, staffing models, and forecasting. • Optimize utilization, efficiency, and cost-to-serve while maintaining service quality. Client Experience • Serve as an executive sponsor for key enterprise RPO clients. • Translate client talent acquisition requirements into scalable RPO solutions. • Establish governance models, performance dashboards, and executive business reviews. • Drive client satisfaction, retention, renewals, and expansion opportunities. Cross-Functional Leadership • Partner with Sales, Product, Technology, Finance, and HR. • Provide operational input for RPO solution design, pricing, and implementation timelines. • Align recruiting technology, analytics, and reporting with operational requirements. Technology & Continuous Improvement • Oversee ATS, CRM, workforce management, and reporting technology used in RPO delivery. • Drive improvements in recruiting processes, candidate experience, and hiring-manager satisfaction. • Audit procedures and improve operational workflows. Leadership & Team Development • Build, lead, and mentor recruiting managers, senior operational leaders, and delivery teams. • Establish a culture of accountability and operational excellence. • Lead operational reviews, enterprise stakeholder meetings, and large-scale training initiatives. • Travel domestically and internationally as required for client meetings, team meetings, conferences, and training. Required Qualifications • Bachelor's degree in Business, Human Resources, Operations, or equivalent combination of education, training, certifications, and experience. • 5+ years of progressive leadership experience in RPO, staffing, or talent services. • Demonstrated experience scaling operations and leading enterprise service delivery organizations. • Deep understanding of RPO operating models and recruiting workflows. • Experience leading large or distributed recruiting/delivery teams. • Proven ability to manage SLAs, KPIs, operational metrics, and continuous improvement. • Experience with ATS platforms, CRM systems, workforce planning tools, and operational analytics. • Strong executive presence and client-facing communication skills. • Strong cross-functional collaboration with Sales, Finance, Technology, Product, and HR. • Proficiency with Microsoft Word, Excel, Teams, and Outlook. • Experience working with offshore teams. • Valid, non-restrictive driver's license. • Valid passport and willingness to travel internationally when required. Preferred Qualifications • MBA or advanced degree. • Experience launching or building a new RPO operation. • Enterprise RPO implementation and transition experience. • Multi-country recruiting operations experience. • Experience with P&L ownership and margin improvement. • Experience supporting sales pursuits with RPO solution design and pricing. • Experience managing executive-level client relationships.
