General Description and Classification Standards:

Manages and directs the daily operations of an office and performs administrative and clerical functions for an assigned department. This position provides comprehensive office support, including greeting and assisting the public, answering phones, managing supplies, confirming reservations, and coordinating events. Duties and responsibilities include (but are not limited to) supervising and managing staff, coordinating and directing office activities, ensuring efficient operations, planning expenditures, maintaining budgetary records, and preparing reports. Additionally, they offer support to City Council Members and staff, oversee payroll and salaries, prepare documentation for invoices, coordinate interviews, plan events, manage the front desk, and handle open records requests. This supervisory role reports directly to the director and attends meetings and training sessions specific to the Office of Revenue and Department of Finance.

Supervision Received:

Works under very general supervision. May work independently or with other workers with responsibility for completion of assigned tasks.

Essential Duties and Responsibilities:

- Oversees processing of daily paperwork and office work; performs unusually difficult general clerical work and prepares complex reports.
- Prepares and/or generates routine correspondence, letters, memoranda, forms, reports, and other documents via computer and/or typewriter.
- Attends various meetings, conferences, and training sessions as required.
- Receives, reviews, routes and/or processes various forms, requests and reports, files, records and documents from the public and/or other departments; oversees timely processing.
- Responds to routine requests for information or assistance from officials, members of the staff, the public or other individuals.
- Discusses reports, records, documents, etc., and retrieval of information with customers, attorneys, court personnel, victims, etc.
- Establishes goals for employees on a regular basis; guides and trains subordinates on proper procedures and protocol of the department.
- Directs and administers work assignments of subordinate clerical personnel engaged in specialized function general office work activities within the assigned department; reviews and approves personal leave, sick, and vacation.
- Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
- Processes AP and invoice processing.
- Orders supplies, processes invoices, and maintains stock levels.
- Coordinates and confirms conference room reservations.
- Assists with interview coordination and orientation preparation.
- Manages and directs daily office operations.
- Performs administrative and clerical functions.
- Ensures efficient office operations and maintains budgetary records.
- Organizes and maintains records management systems.
- Responds to calls and emails requesting assistance with city vehicle mileage correction.
- Organizes and maintains titles and registrations for city vehicles.
- Fulfills requests for copies of titles, registrations, and fueling rights for city vehicles.
- Processes tags and issues fuel keys for city vehicles.
- Notifies departments of tag installations and fueling site repairs.
- Distributes fuel site notifications and processes fuel orders.
- Processes reservations for city vehicles and manages fueling pump repairs.
- Retains treasury files and creates a library for the department.
- Schedules, sets up, and breaks down meetings and interviews.
- Assists with calendar maintenance and floor plan creation for office renovations.
- Creates AIM tickets for IT department and provides graphic design support.
- Puts in orders for catering and books rooms for special events or meetings.
- Outsources tasks to other departments when necessary to support the Treasury team.
- May perform other duties as assigned.

Minimum Qualifications:

Education and Experience - Associate's degree in secretarial science, business/public administration, or related field. One (1) year of experience in a progressively responsible secretarial, clerical, or administrative role and supervisory/management experience required.

Licensures and Certifications -

Preferred Requirements - Bachelor's degree in Business or Public Administration and three (3) to five (5) years of office management experience preferred.

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with the job.

Lifting Requirements:

Sedentary work : Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Work Schedule:

This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
