The Project Superintendent / Site Safety and Health Officer (SSHO) provides full-time, on-site leadership for construction execution and safety program administration. This position is responsible for directing daily field operations, coordinating subcontractors and site logistics, maintaining schedule awareness, interpreting construction documents, identifying and mitigating hazards, and ensuring compliance with EM 385-1-1, OSHA requirements, contract requirements, and project-specific safety procedures.

Serving as both the field leader and primary safety representative, this individual administers the Contractor's safety program and approved Accident Prevention Plan (APP) while overseeing construction activities from mobilization through project completion. The Superintendent/SSHO maintains an active presence whenever work is being performed and serves as a key liaison among project management, field personnel, subcontractors, government representatives, and quality control personnel.

Expected Outcomes:

- Provide effective on-site leadership and oversight of construction and safety activities throughout the project lifecycle.
- Successfully implement and administer the government-accepted Accident Prevention Plan and project safety program.
- Maintain compliance with EM 385-1-1, 29 CFR 1926.16, approved Activity Hazard Analyses (AHAs), and contract requirements.
- Coordinate daily construction activities to support project milestones, schedule adherence, and quality expectations.
- Identify and address safety, schedule, quality, and constructability issues before they negatively impact project performance.
- Maintain a safe work environment through proactive hazard identification, planning, training, inspections, and corrective actions.
- Foster effective communication and coordination among project teams, subcontractors, clients, and government representatives.
- Maintain complete and accurate project and safety documentation.
- Ensure qualified safety coverage and site leadership are maintained during approved absences in accordance with contract requirements.

Key Responsibilities :

- Serve as the primary on-site leader for all construction and safety-related activities.
- Administer and enforce the project safety program and government-approved Accident Prevention Plan.
- Direct daily field operations, workforce coordination, subcontractor activities, construction sequencing, and site logistics.
- Maintain an active presence at the project site whenever work is being performed.
- Review and interpret project schedules, construction drawings, specifications, AHAs, and contract requirements.
- Monitor project progress and communicate potential schedule impacts, conflicts, risks, or corrective actions to project leadership.
- Lead or coordinate pre-task planning, hazard analyses, safety meetings, inspections, and field compliance activities.
- Identify hazards and ensure implementation of appropriate controls before work begins.
- Monitor compliance with EM 385-1-1, OSHA regulations, project safety requirements, approved work plans, and contract requirements.
- Communicate safety expectations and project requirements to employees, subcontractors, visitors, and project stakeholders.
- Coordinate with project management, quality control personnel, subcontractors, government representatives, and other project staff.
- Document inspections, incidents, observations, training activities, corrective actions, and project field conditions.
- Notify project leadership of safety, quality, schedule, or operational concerns and support timely resolution.
- Support continuous improvement of field operations and safety performance.
- Provide documentation of qualifications and certifications when requested by project leadership or the Contracting Officer.
- Arrange for qualified alternate coverage when required by contract or project needs.

Knowledge, Skills & Abilities :

- Minimum of 10 years of construction experience, including at least five years serving as a superintendent on projects of similar size and complexity.
- Meet all training, experience, and qualification requirements specified for SSHOs under EM 385-1-1 Section 01.A.17 and associated subparagraphs.
- Demonstrated knowledge of federal construction safety requirements, EM 385-1-1, OSHA regulations, hazard identification, and risk mitigation practices.
- Ability to implement and administer an Accident Prevention Plan and coordinate work in accordance with approved AHAs.
- Ability to interpret and manage work using critical path schedules.
- Ability to read and interpret construction drawings, specifications, and contract documents.
- Strong leadership, planning, organization, documentation, decision-making, and problem-solving skills.
- Ability to coordinate multiple trades, subcontractors, priorities, and stakeholders in an active construction environment.
- Strong verbal and written communication skills.
- Ability to identify safety, schedule, quality, and constructability concerns and implement effective corrective actions.
- Ability to build and maintain professional working relationships with project teams, subcontractors, clients, and government representatives.
- Ability to remain on-site for required work periods and adapt to changing field conditions and project requirements.

Required Qualifications :

- Minimum 10 years of construction experience.
- Minimum 5 years of experience serving as a superintendent on projects of similar size and complexity.
- Meets all SSHO qualification requirements identified in EM 385-1-1.
- Demonstrated experience administering construction safety programs and Accident Prevention Plans.
- Experience leading construction field operations in a federal, military, industrial, environmental, or heavy civil construction environment.
- Working knowledge of critical path scheduling and project controls.
- Ability to pass all project-specific background screening, base access, and site access requirements.
